Independence Police charged Philip M. Williams, 52, of Wellsville, NY, with DWI and DWI w/BAC of .08% or more, Sunday evening after a disturbance on the Walters Road, town of Independence. Williams is due to appear August 14th, 2019 in the Independence Town Court.
