Industrial Development Agencies required to be more open

Governor Andrew M. Cuomo today signed legislation (S.88/A.3002) requiring industrial development agencies to live stream in real-time and post video recordings of all open meetings and public hearings. The video recordings must be posted online within five business days of the meeting or hearing and remain available for at least five years.
"Industrial development agencies are tasked with revitalizing communities and fostering economic growth at the local level, but most New Yorkers don't have time to attend meetings and participate in the process," Governor Cuomo said. "This new measure will help foster civic engagement and get more residents involved in the meetings and hearings that will ultimately have a huge impact on the future of their communities."

Senator Todd Kaminsky said, "IDAs make critical decisions that can have profound impacts on the communities they serve. Like any similar governmental body, the public should be engaged in their decision-making and this law will easily enable that to happen. I am grateful to the Governor for signing this law that will help shine light into the world of IDA-tax breaks."
Assembly Member Michaelle Solages said, "While constituents may want to attend their local Industrial Development Agency meeting, they cannot always be physically present to do so. Live Streaming will enable IDA's throughout the state to increase civic engagement as well as allow constituents to view meetings at their own convenience. Government entities of all sizes have taken to streaming meetings as a way to promote transparency, accountability, as well as communicate their message to residents. This legislation will drive economic development while ensuring transparency and engagement with the local community. I commend Governor Cuomo for signing this bill into law."
