The federal government rates all licensed nursing homes on a
scale of one to five, with one being the lowest possible rating and five being
the highest. While studies have shown that having a high rating does not
necessarily mean that a nursing home is safe, substandard care in lower rated
facilities has become a matter of increasing public concern. For these reasons,
LTCCC periodically compiles and publishes the names of one-star facilities.
In New York state, 101 extended care nursing facilities made
the list. Sixteen are located in Western New York. In Allegany County, there
was only one. The report shows Cuba Memorial Hospital Skilled Nursing Facility
is on the list. According to the report, while no fines have been levied, the
facility has two substantiated complaints. The report also shows a health
rating of 1. In Cattaraugus County, the Pines Healthcare and Rehab Center-Olean
campus also received just a single star. The report shows that facility has been
fined $10,793 and also has two substantiated complaints.

nursing homes in Western New York, to give them the opportunity to respond to
these rankings.
Only one of them got back to them with a statement. Safire
Rehabilitation said: "Sapphire Northtowns recently received an excellent
survey from the New York State Department of Health. We continue to strive to
provide excellence in patient centered care."
