Bath, NY – [February 24th, 2025] – The Steuben
County Legislature has issued a statement in support of Corrections Officers
throughout New York State and the nation, recognizing their critical role in
maintaining safety and order within correctional facilities despite
increasingly difficult and dangerous conditions.
Corrections Officers serve on the front lines of the
criminal justice system, working tirelessly to reform and rehabilitate
individuals under their supervision. However, recent legislative and regulatory
actions in New York State have contributed to deteriorating work conditions
within state correctional facilities. Reports indicate that assaults on staff
have reached record highs, with over 1,700 reported assaults in 2023—more than
double the number from a decade prior. These alarming statistics highlight an
urgent need for reform to ensure the safety of both Corrections Officers and
the incarcerated individuals they oversee.
Despite repeated calls for action, meaningful reforms to
improve working conditions have largely been ignored. This has resulted in
widespread distress among Corrections Officers, leading to staff shortages and
walkouts across the state. The Steuben County Legislature acknowledges the
gravity of this crisis and is taking a stand to advocate for immediate and
necessary changes.
The Steuben County Legislature resolves to support the right of Corrections Officers to a safe and secure workplace. Furthermore, the Legislature calls upon Governor Kathy Hochul, the New York State Legislature, and the New York State Department of Corrections and Community Supervision (NYSDOCCS) to enact critical reforms to enhance safety within correctional facilities. These reforms should include:
· -A comprehensive review of the HALT Act and its
impact on facility safety.
· -Implementation of reasonable shift and overtime
policies.
· - Ensuring appropriate staffing levels to mitigate
officer fatigue and burnout.
· -Competitive pay and benefits to attract and retain skilled professionals in the field.
Certified copies of this resolution will be sent to Governor
Kathy Hochul, the New York State Legislature, and the New York State Department
of Corrections and Community Supervision, urging them to take immediate action
to address these pressing concerns.
The Steuben County Legislature remains committed to
