Pennsylvania Gov. Josh Shapiro announced today that more than $2 billion in federal funding to Pennsylvania has been restored. During a news conference, Shapiro said "every single dollar that we identified at the filing of our lawsuit is currently unfrozen and once again accessible to Pennsylvania state agencies."
In filing the lawsuit, the governor said the U.S. Constitution clearly states federal agencies don't have the power to suspend states' access to money that Congress appropriated or to impose new conditions on money already appropriated and obligated.
