A Criminal complaint was filed today against a Scio man in the office of Magisterial District Judge William K. Todd. Pennsylvania state police filed the complaint charging Zachary J. Hand, age 36, with:-DUI: Highest Rate of Alcohol (BAC .16+)-DUI: Controlled Substance - Schedule 1 - 1st offense-Driving W/O A License -Careless Driving -No Rear LightsThe charges stem from an incident June 8th in Liberty Township, McKean County. According to the online court docket, a preliminary arraignment has been set for July 17th at 11 a.m.
