Ossian woman accused of welfare fraud


OSSIAN:   Livingston County Sheriff Thomas J. Dougherty reports the arrest of an Ossian, NY woman on felony level charges following an allegation of welfare fraud. 
Rose M. Upright, age 62 from Ossian, was charged with Grand Larceny in the Third Degree (class D felony), Welfare Fraud in the third degree (class D felony) and Falsifying Business Records in the first degree (class E felony) as a result of the investigation.
It is alleged that Upright failed to disclose income she was receiving from workman's compensation when she applied for public assistance benefits resulting in an overpayment of over $8,600 over the course of the past four years.
Upright was turned over to Central Booking Deputies at the Livingston County for processing and pre-arraignment detention.
Upright was later arraigned before Justice Moffat in the Town of West Sparta Court.  At the recommendation of the District Attorney, the Judge did release Upright on her own recognizance and she was set free. Handling the investigation for the Sheriff's Office was Investigator Bradley Schneider of the Criminal Investigations Division. 
Assisting in the investigation were the Livingston County Department of Social Services and the District Attorney's Office.
