The Wyoming County Sheriff’s Office announces the arrests of
three more individuals stemming from a May 26,2 017 traffic stop on Wyoming
Road in the Town of Covington. The
original traffic stop led to the immediate arrest of Scott A. Moulton for
charges including Criminal Possession of a Controlled Substance in the Third
Degree and Driving While Ability Impaired by Drugs. During the traffic stop, cell phones were
seized from Scott Moulton and his three passengers. A warrant to search the cell phone contents
was signed by a Town of Covington Court Judge and the cell phone contents were
then secured by a Wyoming County Evidence Technician. Due to evidence on the cell phones, charges
were drawn up against the remaining three vehicle passengers.
On June 9, 2017, Jazmyn R. Moulton, who was already
incarcerated in the Wyoming County Jail on an unrelated charge, was arrested in
the jail and charged with Criminal Possession of a Controlled Substance in the
Third Degree, a class B felony. Jazmyn
Moulton was arraigned in the Town of Covington Court where bail was set at
$1,000.00 cash bail or $2,500.00 bond.
Jazmyn Moulton was scheduled to return to Covington Court on June 19,
2017 for further proceedings.
Arrest Warrants were obtained for Nicolas A. O’Connor and
his wife, Ruth M. O’Connor, for the same charge of Criminal Possession of a
Controlled Substance in the Third Degree, class B felonies. On June 14, 2017 Nicolas O’Connor and Ruth
O’Connor were arrested by New York State Police in Allegany County, NY and then
turned over to Wyoming County Sheriff’s Deputies. Nicolas O’Connor and Ruth O’Connor were both
arraigned in the Town of Perry Court where bail was set at $10,000.00 cash bail
or $20,000.00 bond. They were scheduled
to return to the Town of Covington Court on June 19, 2017 for further
proceedings.

Scott A. Moulton was arrested following a traffic stop on
Wyoming Road in the Town of Covington.
Moulton was the driver of a 2001 Saturn which was stopped for a speeding
infraction that occurred on State Route 19 in the Town of Covington. During the traffic stop Moulton displayed
signs of drug use, and Moulton failed roadside field sobriety testing. After
Moulton’s arrest, Deputy Michael Wade of the Livingston County Sheriff’s
Office, with his K9 Partner Hondo, assisted with a vehicle search. K9 Hondo alerted to the front hood area of
the vehicle, and a subsequent search of the engine compartment led to the
discovery of 31 glassine bags containing heroin which were hidden inside the
air filtration housing.
Moulton was taken to the Wyoming County Sheriff’s Office
where he underwent a drug influence evaluation by a certified drug recognition
expert. Moulton was found to be impaired
by multiple drug categories following the evaluation. Moulton was charged with Driving While
Ability Impaired by Drugs, Driving While Ability Impaired by the Combined
Influence of Drugs, Failure to Notify DMV of Change of Address, and Speed in Zone. Moulton was charged further with a Class B
Felony charge of Criminal Possession of a Controlled Substance in the Third
Degree for possessing a narcotic drug with intent to sell. Moulton was arraigned in Warsaw Court where
he was remanded to Wyoming County Jail in lieu of $10,000.00 cash bail or
bond. Moulton was scheduled to return to
the Town of Covington Court on June 19, 2017 at 1930hrs for further
proceedings.
