Misuse of Foodstamps, Petit Larceny and Tampering with a Witness Arrest
Steuben County Sheriff Jim Allard reports that on July 12, 2024, Investigators of the Steuben County Sheriff’s Office arrested Samantha R. Hess, age 31, of Stephens Avenue, Hornell, New York. It is alleged that in January 2024, Ms. Hess knowingly used her EBT card and another person’s EBT card to purchase food for a different person, which is not authorized under Social Services Law. It is also alleged that Ms. Hess tampered with a witness when she tried to influence that witness’ statement to investigators. Ms. Hess was charged with Misuse of Foodstamps, Petit Larceny, and Tampering with a Witness in the Fourth Degree, All class A Misdemeanors. Ms. Hess was released on an appearance ticket to appear in the Village of Bath Court at a later date.
The Steuben County Sheriff’s Office was assisted by the Steuben County Department of Social Services Fraud and Legal Affairs Unit, and the District Attorney’s Office.
