Call to Order: The meeting was called to order by Public
Works Committee Vice-Chairman John Ricci at 1:04 p.m.
Approval of Minutes:
A motion was made by Legislator Graves, seconded by
Legislator Dibble, and carried to approve the minutes of June 27, 2018.
HIGHWAY
Request to Bid Hauling of Sand and Salt
Public Works Deputy Superintendent II Justin Henry requested
permission to bid the hauling of sand and salt. This request was approved on a
motion made by Legislator Graves, seconded by Legislator Dibble, and carried.
Request to Auction Surplus Equipment
Public Works Deputy Superintendent II Justin Henry requested
permission to auction surplus equipment. This request was approved on a motion
made by Legislator Graves, seconded by Legislator Dibble, and carried.
Road and Bridge Project Updates
Public Works Deputy Superintendent II Justin Henry stated as
of August 1, 2018, they have completed all of the CHIPS paving program projects
and all locally funded surface treatment projects. County Route 1 has not been
completed due to lack of funds; however, they are pursuing a grant in hopes to
complete that route. Mr. Henry continued that the Culvert on 15B is complete,
and currently they are working on Bridge #13-06 in Centerville which is
approximately 50 percent complete. Legislator Stockin commented that new
blacktop on County Route 3 looks good.
Request to Apply for Flood Damage Recovery Funding
Public Works Deputy Superintendent II Justin Henry requested
permission to apply for flood damage recovery funding. The State and Municipal
Facilities Program (SAM) would like to execute a grant agreement whereby
Allegany County is eligible to receive up to $900,000 or any other awarded
amount in excess of said $900,000 reimbursing our actual costs for flood
related repairs and storm recovery efforts from July 2015. Legislator Graves
asked how much damage the County incurred. Mr. Henry stated $900,000.
Legislator Graves then asked where the majority of damage was done. Public
Works Superintendent Guy James stated Swain, Birdsall, and Burns. Mr. James
noted that this is reimbursement for money already spent and it is thanks to
Senator Young that we may possibly receive it. This request was approved on a
motion made by Legislator Dibble, seconded by Legislator Curran, and carried.

SOLID WASTE
Phase IV Landfill Closure Update
Public Works Deputy Superintendent Dean Scholes stated the
project is moving along nicely, and they are currently in the process of
exposing the cap and liner and finalizing grades at the very top.
Household Hazardous Waste Day
The Department of Public Works will be holding their 19th
Annual Household Hazardous Waste Collection Day on Saturday, September 8, 2018.
The collection will be held from 8:00 a.m. to 12:00 p.m. at the County Landfill
in Belmont. Some items accepted include oil based paints, insecticides,
poisons, pesticides, solvents, and pool chemicals. Mr. Scholes noted that
pre-registration is required, and only Allegany County residents can
participate.
Electronics Recycling Event
Mr. Scholes stated the next Electronics Recycling Event will
be held on Saturday, October 20, 2018, from 9:30 a.m. to 12:30 p.m. Legislator
Stockin asked how the July 14 event went. Mr. Scholes stated they received
approximately 48,000 pounds.
BUILDING AND GROUNDS
Third Floor Project Update
Mr. Scholes stated they have received final approval of the
floor plan for the ground floor renovation, and they are very close to getting
the project started. Legislator Decker asked if the lockdown of entrances will
be done as well. Mr. Scholes stated, yes, it will be incorporated into the
project.
Board of Elections Heating Situation
Mr. Scholes followed up on a question Legislator Decker
asked at last month’s meeting regarding whether or not the heating situation in
the Board of Elections has been remedied. Mr. Scholes stated it has always been
heated and air conditioned, adding that now that the overhead door has been
fixed, they are confident it will now be more comfortable.

Committee, the meeting was adjourned at 1:19 p.m. following a motion by
Legislator Graves, seconded by Legislator Dibble, and carried.
