Dear Allegany County Voter,
I recently learned that Walt Mackney is running for the
position of Sheriff for Allegany County, a position I consider to be an
important one in law enforcement because it affects every citizen in some way.
A citizen’s everyday safety, security and constitutional rights are so important,
no matter who you are.
My name is John McCaffrey and I do not live in Allegany
County, but did grow up next door in Rexville, New York on a small dairy farm.
Like Walt, after college I joined the New York State Police to serve the People
of New York State especially in the rural counties. I completed 24 years with
the New York State Police and like Walt retired as a Senior Investigator with
the Bureau of Criminal Investigation when I was asked to be the US Marshal for
the Western District of New York. I served in that position until replaced by
the next elected President. In 2002, after 9/11 I was selected to be the
Federal Security Director in the new Department of Homeland Security
Transportation Security Administration where my responsibilities included the
security at the Rochester, Corning-Elmira, Ithaca and Binghamton airports. I
retired in 2017. I share my background because after more than 47 years in law
enforcement, I understand the qualities necessary to lead the Allegany County
Sheriff’s Department. Walt Mackney has consistently demonstrated those
qualities. Allegany County will be well served by electing him to be your
Sheriff. I know Walt, his background of graduating from Scio Central School,
going to SUNY Alfred, being a patrolman with Cuba PD, serving as a part-time
sheriff deputy in Allegany County and his distinguished career in the New York
State Police where he had many significant accomplishments. He closed out his
career as a supervisor in the Community Narcotics Enforcement Team (CNET) in
the Southern Tier Regional Drug Task Force which includes Allegany County. This
key position involved co-ordination and cooperation with local, city, county,
state and federal law enforcement in our war against drugs. Each of you is
aware of our present opioid addiction problems and many of you know someone
touched by this issue. No one is better qualified that Walt Mackney to lead the
Sheriff’s department in this fight and in all likelihood, new issues that will
affect Allegany County in the years to come. Walt is a great communicator; he
listens to what people have to say before making a decision.
He is a proven leader of the highest integrity. If I lived
in Allegany County I would cast my vote for the person with experience – Walt Mackney.
