The charges stem from an investigation into a hit and run
accident that occurred on Elmwood Avenue in Friendship. Winchell was eventually
located by patrol units at the Seneca One Stop in Ischua, New York. Winchell
was processed and transported to the Town of Friendship Court where he was
arraigned and remanded to the Allegany County Jail with bail set in the amount
of $10,000 cash / $20,000 Insurance Company Bond, and is scheduled to reappear
in the Town of Friendship Court on June 6th, 2017 at 4:00 p.m.
Allegany County Sheriff Ricky L. Whitney reports that on
June 1, 2017, following an investigation by the Allegany County Sheriff’s
Office Narcotics Unit, Deputies arrested
Jose Rodriguez-Quinones, age 36 of Rochester for Promoting Prison Contraband in
the 1st Degree. Rodriguez-Quinones was processed and transported to the Town of
Friendship Court where he was arraigned and remanded back to the Allegany
County Jail with bail set at $2,000 cash / $4,000 bond, and is scheduled to
reappear in the Town of Amity Court on June 7th, 2017 for additional court
