Livingston County: Man charged with murder in Ossian

GENESEO / OSSIAN - Sheriff Thomas J. Dougherty reports the arrest of a Monroe County resident on murder, weapons and tampering with physical evidence charges after an investigation by the Sheriff’s Office.

On December 8th, 2024, the Irondequoit Police Department received information that Richard Fluegel Sr., age 60, had not returned home as expected that evening. It was later learned that Fluegel Sr. had not shown up for an expected flight early the next morning.

On December 9th, 2024 at approximately 11:30 am, the Irondequoit Police Department contacted the Livingston County Sheriff’s Office and requested assistance in locating Fluegel Sr. after learning that his vehicle was in a parking lot in the Village of Dansville. At that time, the Sheriff’s Office Criminal Investigations Division began an investigation into the whereabouts of Fluegel Sr.

On December 9th, 2024, at about 11:30 pm the Livingston County Emergency Communications Center received a call advising that a male was in the Sheriff’s Office parking lot and wanted to turn in a deceased body. Sheriff’s Deputies and Investigators responded to the scene and met with Richard Fluegel Jr., the son of the missing man. A search warrant was obtained for the vehicle, and Investigators located Fluegel Sr. deceased inside the vehicle with apparent gunshot wounds.

Sheriff’s Office members have worked throughout the past 24 hours piecing together the events that led to the shooting. The investigation revealed that the two were at a location on Bonner Rd. in the Town of Ossian when the shooting occurred.

On December 10th, 2024, Sheriff’s Investigators arrested and charged Fluegel Jr., age 30 of Rochester, NY with felony Murder in the Second Degree, felony Criminal Use of a Firearm in the First Degree and felony Tampering With Physical Evidence.

Fluegel Jr. was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention. The District Attorney’s Office was contacted regarding bail due to the felony level charges. It was recommended that Fluegel Jr. be remanded without the chance of bail due to him having two prior felony convictions. Fluegel Jr. was later arraigned at the Livingston County Centralized Arraignment Part (LC-CAP) at the Livingston County Jail before Town of Caledonia Justice Mackey. The Judge did commit Fluegel Jr. to the custody of the Sheriff without bail.

The Livingston County Public Defender’s Office was present and represented Fluegel Jr. at the court arraignment for his defense. The Livingston County District Attorney’s Office was notified and did appear to represent the people. Assisting with the investigation for the Sheriff’s Office were the Criminal Investigations Division, the Patrol Division, the

Drone Unit, the Forensic Identification Unit (FIU) and members of the Command Staff. Assisting the Sheriff’s Office with the investigation were the Irondequoit Police Department, the Dansville Police Department, Livingston County EMS, the Livingston County Coroner’s Office, the Monroe County Medical Examiner’s Office and the Livingston County District Attorney’s Office.

Fluegel Jr. is set to return to court on December 16th 2024, at 9:00 am in Geneseo Village Court for the felony Tampering With Physical Evidence charge. He is also scheduled to appear in Ossian Town Court that same day at 12:00 pm for the charges of felony Murder in the Second Degree and felony Criminal Use of a Firearm in the First Degree.
