Wellsville Police Blotter - Police Chief speaks out against bail reform - cites case

Date: Saturday December 12, 2020 

Wellsville Police arrested Tyler W. Cowburn, age 26 of Wellsville, charging him with Grand Larceny 4th (Vehicle - Class E Felony), Unauthorized use of a Vehicle 3rd and Aggravated Unlicensed Operation 3rd.  The charges stem from a complaint of a vehicle taken from a driveway on South Main Street in the Village of Wellsville.  Cowburn was located and stopped by the Andover Police Department and taken into custody.  Cowburn was processed and issued an appearance ticket and released.  Cowburn is due to appear in Wellsville Village Court on January 26th at 4:30 p.m.

"This is a prime example of the failure of NYS bail reform. Since August, Cowburn has victimized four different people in the Village of Wellsville alone.  In Village Court, he has five pending misdemeanors, two pending felonies and has been arrested for two DWI related offenses by other area agencies.  Current NYS law ties the hands of local law enforcement and the municipal justices from protecting the public."
