Call to Order: The meeting was called to order at 1:01 p.m. by Resource Management Committee Chairman David Decker.
Approval of Minutes
A motion was made by Legislator Graves, seconded by Legislator Dibble, and carried to approve the Resource Management Committee minutes of July 18, 2018.
Allegany County Federation of Snowmobilers Contract
A resolution was requested approving a contract between the County and the Allegany County Federation of Snowmobilers whereby the County acts as sponsor for applications for snowmobile trail development and maintenance assistance grants through the New York State Office of Parks, Recreation, and Historic Preservation. The 2017-2018 application was approved for $104,738. Allegany County will operate as a pass-through to the Federation of Snowmobilers. Sufficient funding was appropriated in the 2018 Budget to A7185.483 with a like sum credited to Revenue account A7185.3089.00. No budget adjustments are necessary at this time. Legislator Dibble commented that this is a great thing for our County to have over 400 miles of trails. This request was approved on a motion made by Legislator Dibble, seconded by Legislator Fanton, and carried. Prepare Resolution
COUNTY HISTORIAN
County Historian Craig Braack attended the meeting and submitted his monthly report to the committee for review.
Belvidere Church
At last month’s meeting Mr. Braack discussed the Rochester Episcopal Diocese offering to give the Belvidere Church to the Historical Society. Mr. Braack provided an update stating the County Historical Society Board met and had a lengthy discussion on the pros and cons and ended with a unanimous vote to decline the offer at this time.
Town of Alma Water Damage
Legislator Dibble asked for an update on the Town of Alma water damage to their archives. Mr. Braack said it was the biggest disaster he has seen in his 30 years of records management, adding it’s more quality than quantity that has been damaged. Mr. Braack indicated he has been in touch with the Town of Alma Supervisor Ronald Staedt, Jr., as well as other officials, and at this point they are working on paperwork for grant funds and waiting for the insurance company to come and assess the damage.
SOIL & WATER CONSERVATION
Soil and Water Conservation District Technician Ryan Paulsen attended the meeting and submitted their monthly report to the committee for review. Legislator Dibble stated he would like to see an estimate on the cost to put riprap along the creek in Shongo. Legislator Dibble noted that he also looks forward to hearing an update on the impoundments study.
CAFO Waste Storage Grant
Mr. Paulsen stated they have submitted four grants for the CAFO Waste Storage Grant. The total in State funds being requested was $1,540,000 with a match of $675,470 for a total cost of $2,215,470. These funds are for building more manure storage units on Concentrated Animal Feeding Operations (CAFO) to meet new Department of Environmental Conservation (DEC) regulations.
County Forestland
Legislator Harris asked Mr. Paulsen to explain their efforts in timbering and boundary marking on County forestland. Mr. Paulsen apologized stating he is not able to answer that as he is not involved with it. Mr. Paulsen recommended speaking with Executive Director Scott Torrey or Agricultural Environmental Planner Scott Alsworth.
Soil & Water 3-Year Contract Extension
Committee Chairman Decker stated a letter was received from Soil & Water Conservation Executive Director Scott Torrey requesting an extension of the Allegany County Soil & Water Conservation District’s 3-year contract with Allegany County with the following amounts requested:
2019 County Contribution – $140,000
2020 County Contribution – $142,800 (2 percent increase)
2021 County Contribution – $145,656 (2 percent increase)
Legislator Harris noted a discrepancy in these amounts as compared to the 2019 Budget request that was distributed to the Board. County Treasurer Terri Ross stated these amounts came in after the 2019 Budget was prepared, and they have not been able to update them yet. This request was approved on a motion made by Legislator Fanton, seconded by Legislator Graves, and carried. Prepare Resolution
YOUTH BUREAU
Youth Bureau Director Linda Edwards attended the meeting and submitted her monthly report to the committee for review. Ms. Edwards stated the Resource Allocation Plan has been approved by the State, and they have started paying bills for agencies and submitting for reimbursement.
STOP-DWI/Youth Bureau Director Position
Ms. Edwards reminded the committee of her upcoming retirement stating Human Resources is working to advertise and fill her position, and they hope to hire at the beginning of December for overlap to train. Clerk of the Board Brenda Rigby Riehle suggested an official motion be made to approve the filling of this position so it can be referred to Ways & Means. A motion was made by Legislator Graves, seconded by Legislator Dibble, and carried to approve the filling of the STOP-DWI/Youth Bureau Director position. Refer to Ways & Means
CORNELL COOPERATIVE EXTENSION
Cornell Cooperative Extension Executive Director Laura Hunsberger attended the meeting and submitted her monthly report to the committee for review. Ms. Hunsberger apologized for her absence in July stating it was a busy month at the Fair along with the loss of 4H member Sarah Beiler.
Ag Dairy Adult and Youth Director
Ms. Hunsberger stated they continue to work towards hiring an Ag Dairy Adult and Youth Director. They have completed phone interviews, and have in-person interviews set up with two candidates.
Farmer Neighbor Dinner
Ms. Hunsberger announced the Farmer Neighbor Dinner will be held Wednesday, September 26, 2018, at the Lake Lodge in Alfred.
Job and Skills Boot Camp
Ms. Hunsberger noted that the Job and Skills Boot Camp went very well. Ten 14 to 17 year olds attended the week long class, students reported an increased knowledge of 47 percent, and three left with a resume in hand.
Allegany County Jail Cafeteria
Legislator Harris asked for additional details regarding the potential relationship with the Jail to assist preparing meals for local schools. Ms. Hunsberger stated it is still very early; however, there is the possibility for potential collaboration for the processing of local in-season produce at the Jail through the working inmate program. Legislator Harris asked if this something that will be happening this year, and Ms. Hunsberger stated, no, it requires more conversation before anything is decided. Legislator Dibble asked if the Jail has excess freezer space. Ms. Hunsberger stated if they don’t, there are grants to purchase additional freezers, and it is her understanding that the Jail has the additional space needed to store them.
