Ulysses man faces felony, misdemeanor counts

State police arrested a Ulysses, Pennsylvania man during a traffic stop at 3:53 p.m. Friday in the Town of Canisteo. Troopers charged Ryan Downey, age 35, with felony 1st degree aggravated unlicensed operation-alcohol, driving while impaired by drugs 1st degree, no license, crossing hazard markings and move from lane unsafely. He was issued appearance tickets and released.
