State police discuss Allegany County murder

Royce A. Chapman, 57 was shot do death at his residence of 8754 County Route 40, Town of Clarksville, Allegany County late Tuesday night or early Wednesday. Charges of 2nd degree murder have been filed against Lana M. Joseph, 51 and her son Richard D. Mosher III, 26 both of Olean. During a press conference Thursday, State Police Bureau of Criminal Investigation (BCI) Captain James Hall said that Joseph allegedly had "a brief relationship (with the victim) that started in 2016." Investigator Hall said the investigation was conducted by uniformed troopers, BCI, Forensic and the major crimes unit. Hall said the Medical Examiner ruled the case a homicide and said the cause of death was due to a single gunshot wound. Investigator Hall said during a news conference that there was "no (prior) police investigation at that residence." Hall said that concern for the welfare of Chapman prompted family members to check on the victim. Hall said that upon investigation, "an argument ensured inside the residence." During the press conference, police did not indicate who they believe fired the deadly shot, but the did say a "number of weapons" were recovered from the home. Mosher and Joseph are currently jailed on $50,000 bail. They'll return to court Feb. 15.
