* WHEN...From 4 PM Monday to 11 AM EST Wednesday.
* IMPACTS...Bitterly cold wind chills as low as 20 below zero will cause frostbite on exposed skin in as little as 30 minutes. Such wind chill values can lead to hypothermia with prolonged exposure.
