Approval of Minutes:

A motion was made by Legislator Stockin, seconded by Legislator Barnes, and carried to approve the Budget Committee minutes of December 18, 2024.

2024 Final Sales Tax

County Treasurer Terri Ross presented the Final 2024 Allegany County Sales Tax Report reflecting net receipts totaling $29,439,366.54 through January 2, 2025. The year-to-date figures show gross receipts decreased by $1,531,643.23 or 4.945 percent less compared to the same period last year.

Legislator Gary Barnes asked how this compares with other nearby counties. Treasurer Ross stated that Allegany County is probably the biggest loser in the state of New York but she did not get the final report from NYSAC yet. From the information she received from them earlier, Allegany County is likely the saddest case out there. Legislator Barnes asked for an explanation for why it was such a big drop. Treasurer Ross stated that they can't really pinpoint that information, but one of the things that has been mentioned in several meetings she attended is that online shopping has leveled off. She explained that we are still receiving a good level of online sales, but it's just not fluctuating like it did before.

2025 Sales Tax

County Treasurer Terri Ross presented the 2025 Allegany County Sales Tax Report reflecting net receipts totaling $727,157.95 through January 13, 2025. The year-to-date figures show gross receipts decreased by $12,387.34 or 1.704 percent less compared to the same period last year.

Treasurer Ross stated that we received one payment for 2025 that, unfortunately, is down about $12,000 from what we got last year. She commented that it is good to know that we lowered our expectations for 2025 and she hopes we will be able to come in above that number.

Adjournment

There being no further business to come before the Committee, the meeting was adjourned at

2:22 p.m. following a motion by Legislator Barnes, seconded by Legislator Fanton, and carried.

Respectfully submitted,
