Andover man charged with Abandonment of Animals

On December 6, 2020 the Andover Police Department arrested Roy A. Hamilton, 57 of Andover for Abandonment of Animals, a misdemeanor.  The arrest stems from a joint investigation with the Andover Dog Control (DCO), Andover Police Department and the Allegany County SPCA.  According to police chief Jim Rumfelt, Hamilton surrendered a dog to the Andover DCO that he claimed to have found on Pleasant Street in the Village of Andover.  The DCO noticed irregularities in Roy's statement and actions so the SPCA was contacted.  Roy Hamilton was issued an appearance ticket returnable to Andover Village Court on January 18, 2021.
