Allegany County Public Works Committee meeting minutes-June 6, 2018

PUBLIC WORKS COMMITTEE
June 6, 2018
Call to Order: The meeting was called to order by Public Works Committee Chairman Dwight Fanton at 1:03 p.m.
Approval of Minutes:
A motion was made by Legislator Dibble, seconded by Legislator Ricci, and carried to approve the minutes of May 2, 2018.
Public Works Superintendent Guy James introduced Justin Henry who will replace Mr. James in early 2019. Mr. James noted to the Board that while he will still be present in the office and at committee meetings, he is going to step back and allow Mr. Henry and Mr. Scholes to handle the committee related work.
HIGHWAY
Permission to Transfer Funds for Equipment Repair

Public Works Superintendent Guy James requested permission to transfer funds in the amount of $15,000 as follows:

D5142.408 (County Road Fund – Snow Removal) $15,000
To: Amount:
DM5130.411 (Road Machinery – Repairs Personal Property) $15,000
This transfer is needed to cover unanticipated necessary repairs to the Bridge Crew Crane. Mr. James indicated the crane is 20 years old and not cheap to repair; however, the cost of buying a new crane is near $1 million. Legislator Barnes asked what the total cost was for repairs and what broke. Mr. James stated the main turret broke and there were also some shackles that had been wearing, and the costs of those repairs was approximately $39,000. Legislator Healy noted the company who repaired the crane was impressed with the overall condition of it given its age. Mr. James stated his staff does a good job of maintaining their equipment, adding if those repairs, aside from routine maintenance, were all they’ve had to do for 20 years, that’s a good thing. Committee Chairman Fanton asked what the cost is for renting a crane. Mr. James stated it is $7,000 per day. Legislator Graves asked if the operator comes with the crane when you rent it, and Mr. James stated, yes. This request was approved on a motion made by Legislator Healy, seconded by Legislator Dibble, and carried. Refer to Ways and Means
Public Works Deputy Superintendent Dean Scholes also welcomed Mr. Henry stating it has been nice getting to know him, and he looks forward to working with him and helping him be a success.
Request to Fill Senior Heavy Equipment Mechanic
Mr. Scholes requested permission to fill one full-time Senior Heavy Equipment Mechanic (Grade: 15) and all subsequent positions including hiring from the outside. This position is responsible for the maintenance and repairs of equipment for Solid Waste. The annual salary of this position is estimated between $37,619.08 and $46,589.13 with benefits estimated between $17,857.78 and $22,115.86. This position is funded 100 percent with County funds. Mr. Scholes thanked Tom Roeske for his service, stating they will miss him and wish him luck during his retirement. Committee Chairman Fanton asked if there are any in-house employees that could move into the position. Mr. James stated he does not believe so; however, they will bid the position in-house first. This request was approved on a motion made by Legislator Graves, seconded by Legislator Dibble, and carried. Refer to Ways and Means
Permission for Committee Transfer of Funds into Engineering Account

Mr. Scholes requested permission to transfer funds in the amount of $10,000 as follows:

A8160.499 (Disposal Fees – Out) $10,000
To: Amount:
A8160.495 (Engineering) $10,000
This transfer is necessary for engineering services to Barton & Loguidice for a Mined Land Reclamation Plan. This request was approved on a motion made by Legislator Dibble, seconded by Legislator Ricci, and carried. Refer to County Treasurer’s Office

BUILDING AND GROUNDS

Third Floor Project Update

Mr. Scholes stated the Third Floor Project is very close to being complete, and they hope to begin moving employees upstairs later this week. They need to work out some HVAC matters first, and Mr. Scholes thanked Dan Moyer who has been instrumental in troubleshooting some issues. Mr. Scholes noted that LaBella is currently working on the ground floor renovation plans.
Old Business

Legislator Dibble stated he would still like to see a quote for costs to put a roof over the former inmate recreation area. Committee Chairman Fanton stated it has been referred to Public Works, and he does not believe this is something we can do in house, adding we already received numbers from LaBella indicating a $1 million cost. Legislator Dibble stated would still like a quote from our County Engineer Tom Windus. It was noted that the committee authorized Legislator Dibble to work with Mr. Windus and the Public Works Department to formalize plans during their May 2 committee meeting.
There being no further business to come before the Committee, the meeting was adjourned at 1:16 p.m. following a motion by Legislator Graves, seconded by Legislator Ricci, and carried.
