Toupoc Allen, 22 of Warsaw, was arrested Wednesday night for
Driving While Intoxicated (misdemeanor), Driving with a Blood Alcohol Content
Above 0.08%, Driving While Impaired by Drugs, Driving While Impaired by Drugs
and Alcohol Combined, and Failure to Use Headlights after dark following
a traffic complaint on East Buffalo Street in the Village of Warsaw.
Allen was observed driving on Main Street and East Buffalo Street without any
headlights on. Allen’s vehicle then broke down in the driving lane on East Buffalo
Street. Deputies said Allen failed field sobriety tests and was arrested for
driving while intoxicated. Allen submitted to a breath test which showed his
BAC to be above 0.08%. Deputy Aaron Chase, a Drug Recognition Expert, did a
drug influence evaluation on Allen and alleged that he was also impaired by
drugs. Allen was arraigned in the Village of Warsaw Court and committed to the
Wyoming County Jail on $1,000 cash bail. He is due back in court on March 6,
2017. Warsaw Police Department assisted with the investigation.
