Wellsville Police arrested Rafael Cabeza-Fernandez, age 43 of Wellsville, charging him with Criminal Mischief 4th (Class A Misdemeanor) and Harassment 2nd (Violation). The charges stem from an incident that took place on Farnum Street on July 27th. Cabeza-Fernandez was processed and transported to the Allegany County Jail pending arraignment in CAP Court. Cabeza-Fernandez is due to appear in Wellsville Village Court at a later date.
