Obituary: Cindy Rose Keating, 67, Andover

ANDOVER – Cindy Rose Keating, 67, passed away on Sunday (June 30, 2024) at home following a lengthy illness.

Mrs. Keating was born on June 6, 1957 in Kittery, Maine to Robert and Barbara (Richardson) Smith. On July 11, 2015, on the Keating Farm, she married Richard C. Keating who survives. Cindy worked as a bartender and waitress, most recently at the Village Pub in Andover. She worked for nine years at Saputo’s in Friendship and she worked along with her husband on the Keating Farm.

Along with her husband of eight years, Cindy is survived by her children, Steven Doran of Brownsville, Pa., Denise Doran of Olean, Sara (Curtis Hall) Brassell of Wellsville, Larry (Gina) Keating of Wellsville and John Keating of Andover; her siblings, Robert (Lisa) Smith of Henrietta, Richie (Denise) Smith of Livonia, Elaine (Jim) Figueroa of Mass., Marylyn (John) Earnst of Binghamton, Tammy Smith of Cocoa Beach, Fla., and Robert (Natalie) Smith of Ky.; as well as many grandchildren, one of which is Amya Rose Doran, who shares her grandma’s middle name and her heart, and several nieces, nephews and cousins; and her beloved canine fur baby, Huke.

In her younger years, Cindy was a great athlete who excelled at track and field events.

She was a true animal lover, devoted to the care and nurture of horses, dogs, cats, cows and even chickens. Life on the farm was a true delight to her.

Her adventurous nature was displayed by her love of riding on the Harley—on the luggage rack. She was an amazing cook whose masterpieces included seafood salad and chicken and dumplings.

Cindy was a fun-loving lady who truly loved life. She took great pleasure in hanging out with friends and family alike, especially at Loon Lake. She had a way of making everyone happier just by being with them; she just naturally made everyone smile. Cindy loved others well and others loved her, also.

There will be no prior visitation. A Celebration of Life will be held at the farm on Saturday (July 13) at 2:00 p.m. Arrangements are under the direction of Baker-Swan Funeral Home in Andover.

Remembering the late Allegany County Deputy Derek Ward

Today we mark our 20th year remembering the life of Deputy Sheriff Derek Paul Ward, E.O.W. July 3, 2004.  The following remembrance of Deputy Ward from 2004 still resonates today…

“The ferocity with which Deputy Ward pursued his life and the determination he had to be the best was often tempered by remarkable patience and caring in helping those around him. The quality of his person and the character he portrayed is rare. Deputy Ward was a reflection of all of the best qualities of the community in which he lived and an outstanding representative of the community in which he worked. He had an extraordinary ability to bring both of these communities together into every other aspect of his life. He was destined to accomplish great things.” (Sheriff Randal J. Belmont, July 9, 2004)

Today, Deputy Ward’s legacy is carried on through his two children, Haylea (23) and Mitchell (19). Haylea shares her father’s traits of determination, patience and caring. After completing her Bachelor’s Degree from Brockport, Haylea found her calling and is currently an elementary school teacher in the Rochester City School District. Like Derek, being the best came naturally to Mitch, breaking many school soccer records and helping his team win a State soccer championship, all while earning Valedictorian honors in high school. Mitchell is now a sophomore at Rivier University studying Homeland Security and continuing his soccer career.

Through Haylea and Mitchell, Deputy Ward’s commitment to his community and his desire to make people better around him will live on for the next generation. We know how proud Deputy Sheriff Derek P. Ward would be of his two exceptional children.

Steuben EMTS provide response in underserved area

BATH – Emergency medical response in an underserved region in Steuben County will be swifter now, thanks to a recent agreement  between Steuben County and the Woodhull Fire District.

County Public Safety Director Tim Marshall said the agreement, in effect Tuesday (July 2), provides for two Emergency Medical Technicians (EMTs) to be on call 6 am to 6 pm Monday through Friday at the Woodhull site.

The EMTS will be paid through Steuben County and will respond to emergency medical calls from residents in the town of Woodhull and provide mutual aid to locations in the State Route 417 Valley.

“This service is supplemental, we are not taking over for all the services in Steuben,” Marshall said.  “We are just trying to supplement areas of the county that are struggling to provide ambulance service during the day when many volunteers are working.”

Woodhull and the neighboring communities are located in the rural southern region of the county – a location of high need identified in a 2020 county study.

Delayed by the COVID pandemic, the completed study led to several special meetings to hear from the paid and volunteer ambulance providers in the county and chaired by former Legislature Public Safety and Corrections Chairman John Malter, D-Perkinsville.

It was very clear from the study and from the meetings that the number of volunteer EMS workers was declining and the county needed to step in to provide assistance, Marshall said.

“Now – several years of research and development, and many discussions with emergency responders, has gotten us to where we are today,” he said. “There will be quicker response time and better service.  People will not have to wait on volunteers, paid staff are immediately available to respond to a call.”

Calls should still be directed to 9-1-1 for dispatch, he said.

While the EMTs are paid by Steuben, patients’ insurance will be billed for services provided, he said.  "This will be different from in the past when volunteers provided these services for free, County staff will be billing for services in order to try to provide support for the ongoing costs."

The unit will operate under county EMS Coordinator Brandon Rossettie, who was hired in late 2023.

“His role was pivotal to getting this operation up and running,” Marshall said.  “He will coordinate the staff and resources and oversee the daily operations of the organization.”

The former Arnot program director for EMS education, teaching paramedics and EMTs, Rossettie said he has instructed the team that will be based in Woodhull and is confident of its ability to rise to the challenge of responding to medical emergencies in the surrounding rural areas.

In addition to two formal meetings, there have been numerous informal gatherings with stakeholders he said.

“The response has been tremendous,” Rossettie said.

He also plans to hold a workshop specific to response to farming accidents within the next few months, he said.

Woodhull was selected as the key site because of its central location in the area and because it has  a newer ambulance and space for the county EMTs, Marshall said. The ambulance will be leased to the county unit during its hours of operation and available to volunteers on weeknights and weekends.

“Our responders can respond to neighboring jurisdictions during the day when volunteers are most limited,” Marshall said.

Existing agencies will continue to provide mutual aid as they have in the past, with the county EMT unit operating Woodhull’s ambulance, he said.
