Call to Order: The meeting was called to order at 2:07 p.m.
by Committee Chairman Steve Havey.
Approval of Minutes
A motion was made by Legislator Stockin, seconded by
Legislator Graves, and carried to approve the minutes of August 5, 2020.
REFERRALS FROM COMMITTEES
Human Services Committee
Request to Create Four (4) Office Aide Positions
Public Health Deputy Director Tyler Shaw requested
permission to create four (4) part-time Office Aide positions. These are
temporary positions funded by a Federal Grant administered by New York State
Department of Health that ends on June 30, 2022. These positions will sunset either
June 30, 2022, or sooner if grant funds are depleted. If more grant funds
become available to extend past June of 2022, the Health Department will bring
forth a new request to extend these positions. According to the grant
requirements, only new staff or overtime for existing staff are allowable
expenses. Staff have already been working overtime on evenings and every
weekend since March 14. This new staff will alleviate pressure on current staff
that are, along with COVID19 response, trying to perform their pre-COVID-19,
state-mandated duties. These Office Aide positions will assist with the COVID-19
response efforts, primarily in case investigations, contact tracing, daily
wellness checks, general public inquiries and any other COVID-19 related
activities.
Another important function of the new staff will be to
assist in the planning, development, and execution of County-wide COVID-19
vaccination clinics when a vaccine becomes available. The estimated 2020 salary
for each of these positions is $5,212. Legislator Burdick asked if these positions
will be filled with current County employees or new employees. Mr. Shaw stated
the grant specifically states it has to be new staff. Legislator Harris stated
he would expect no interest from current County employees as these positions
are temporary and less pay. This request was approved on a motion made by
Legislator Graves, seconded by Legislator Harris, and carried.

Planning & Economic Development Committee
Request to Create Full-Time Account Clerk Typist Position
Employment & Training Director Reita Sobeck-Lynch
requested permission to create one new full-time Account Clerk Typist (AFSCME,
Grade 7, Step: Base – 7) position. There are no employees in the Employment
& Training Department that can accomplish the duties of this position. This
position will replace one Senior Clerk who is retiring and will provide support
to the Accountant for processing payroll and audits. The annual salary of this
position is estimated between $31,206 and $36,533 with benefits estimated
between $12,476 and $14,606. This position is funded 40 percent with State
funds and 60 percent with Federal funds. Administrator Knapp stated this
position is the same step and grade as the position being abolished; however, it
opens up room for Mrs. Lynch with the job description. This request was
approved on a motion made by Legislator Root, seconded by Legislator Graves,
