Avon/Perry - Sheriff Thomas J. Dougherty reports the arrest
of a former Village of Avon resident after a joint investigation with the FBI's
Child Exploitation Task Force (CETF). On April 8th, 2019, Robert A Menard, age 37, from Perry NY
was arrested for one (1) count of Promoting a Sexual Performance by a Child
(class D felony) and one (1) count of Possessing a Sexual Performance by a
Child (class E felony). The CETF executed a search warrant at Menard's Avon
residence in January of this year to seize electronic devices. Menard was
arrested after forensic examinations of those devices were completed by the
FBI.
Sheriff’s Investigator Brad Schneider of the Criminal
Investigations Division, also a member of the CETF, handled the investigation
and the arrest on local charges.
Menard was turned over to Central Booking Deputies at the
Livingston County Jail for processing and pre-arraignment detention. The
District Attorney’s Office was contacted for a bail recommendation due to the
felony charge and recommended that the Judge hold Menard on $2,000 cash or
$4,000 bond.
Menard was later arraigned in the Livingston County Central
Arraignment Part (LC-CAP) at the Livingston County Jail by Town of Geneseo
Justice Kathleen Houston. The Judge released Menard on his own recognizance.
The FBI CETF is comprised of members of the FBI, the Monroe
County Sheriff's Office, Rochester Police Department and Livingston County
Sheriff's Office. Also assisting in the execution of the initial search warrant
was the Avon Police Department.
