Call to Order: The meeting was called to order at 3:01 p.m. by Planning & Economic Development Committee Chair Debra Root.
Community Development Block Grant
Committee Chair Root stated the purpose of the special meeting was to discuss the Community Development Block grant in the amount of $200,000 that the Allegany County Industrial Development Agency (ACIDA) would like to apply for. This grant will allow the ACIDA to help support existing and startup businesses flourish, adding that she believes funds would be available at approximately $35,000 per business. Legislator Decker asked if these are state or federal funds. Planning Director Kier Dirlam indicated they are state funds.
Attorney/Client Session
A motion was made by Legislator Healy, seconded by Legislator Barnes, and carried to enter into an attorney/client session at 3:04 p.m. Immediately following discussion at 3:12 p.m., a motion was made by Legislator Healy, seconded by Legislator Dibble, and carried to end the attorney/client session and return to the regular meeting.
Request to Set Public Hearing Date
A request was made to hold a Public Hearing before the Allegany County Board of Legislators in the County Legislative Chambers, Room 221, County Office Building, Belmont, New York, on July 8, 2019, commencing at 2:00 p.m. to obtain the views of citizens, public agencies, and other interested parties on the housing and community development needs of the County and eligible Community Development Block Grant (CDBG) activities and to provide the public with an opportunity to comment on the County’s proposal to submit a Community Development Block Grant application to the New York State Office of Community Renewal for funding to implement a microenterprise assistance program. Permission for Legislator Hopkins to abstain from voting was given on a motion made by Legislator Healy, seconded by Legislator Ricci, and carried. The request to set a Public Hearing date of July 8, 2019, was approved on a motion made by Legislator Healy, seconded by legislator Dibble, and carried. (Abstained: J. Hopkins) Prepare Resolution
Request to Apply for the Community Development Block Grant
Mr. Dirlam requested authorization to apply for a Community Development Block Grant in the amount of $200,000 to implement a Microenterprise Assistance Program. The CDBG Microenterprise Grant funds will be used to implement a grant program to assist small businesses. This CDBG Microenterprise Grant will be administered by the ACIDA, with small businesses receiving grants of up to $35,000 to assist with startup or expansion costs. Grant recipients will either have to qualify as low-moderate income or create jobs which are available to low-mod individuals. Permission for Legislator Hopkins to abstain from voting was given on a motion made by Legislator Healy, seconded by Legislator Ricci, and carried. The request to apply for a Community Development Block Grant was approved on a motion made by Legislator Dibble, seconded by Legislator Ricci, and carried. (Abstained: J. Hopkins) Prepare Resolution

There being no further business to come before the committee, the meeting was adjourned at 3:13 p.m. following a motion by Legislator Ricci, seconded by Legislator Dibble, and carried.
