Stephen D. “Steve” Bigger, 78, of 2639 County Rt. 70A (Big Creek Rd.), in Hornell died early Saturday morning (December 8, 2018) at Comfort House of Allegany County following a 40 year battle with Parkinson’s Diseases. Bigger served with the New York State Police and on the Steuben County Legislature.
