On Friday, December 21, State Police Investigators arrested 53-year-old Elizabeth J. Catlin, of Penn Yan for Identity Theft 2nd (class E felony), Falsifying Business Records 1st (class E felony), Criminal Possession of a Forged Instrument 2nd (class D felony) and the Department of Education felony Unlawful Practice of a Profession (Midwifery without a license). These charges are a result of Catlin’s conduct of illegally posing as a midwife, in and around Penn Yan NY, Yates County. The state police investigation discovered Elizabeth Catlin was allegedly operating an unlawful midwifery practice, referred to as the “Prenatal Place” and “Penn Yan Prenatal”, at a rented house on Bath Road in Milo NY, which she continued to run even after her original arrest for Unlawful Practice of a Practice (Midwifery without a license) on November 14, 2018, in Ontario County. This arrest is a result of Catlin using the name, address, phone number, and primary staff member name, of an actual Penn Yan doctor’s office, to set up a fraudulent account with a Rochester medical lab. Catlin would then unlawfully obtain blood samples from her clients and send them to the lab to be screened or tested, using forged lab requisition forms. This fraudulent lab account, and forged lab requisition forms, enabled Elizabeth Catlin to conduct and obtain medical lab results that she is not licensed, not trained, and not authorized to, nor could not have accomplished without the fraudulent lab account and false documents. State Police Investigators have obtained hundreds of these documents. These illegal acts were achieved by Elizabeth Catlin while being paid by clients who did not know they were being defrauded.
Catlin was arrested at home and processed at the State Police Dundee barracks, then remanded to Yates County Jail. She was arraigned in the morning of Saturday, December 22, and bail was set at $15,000.
