Call to Order: The meeting was called to order at 1:30 p.m.
by Resource Management Committee Chairman David Decker.
Approval of Minutes A motion was made by Legislator Graves,
seconded by Legislator Fanton, and carried to approve the Resource Management
Committee minutes of November 19, 2018. COUNTY HISTORIAN County Historian Craig
Braack attended the meeting and submitted his monthly report to the committee
for review. Mr. Braack highlighted the two events held on November 29 and
December 1 for the release of Dr. William Paquette’s new book The Pink House:
The Legendary Residence of Edwin Bradford Hall and his Succeeding Generations
in Wellsville, NY, stating that his goal was to debunk the many myths that are
attached to the Pink House.
SOIL & WATER CONSERVATION
Soil and Water Conservation Executive Director Scott Torrey
attended the meeting and submitted his monthly report to the committee for
review. Mr. Torrey stated they have spent a lot of time on the Friendship
project and year-end paperwork.
Town of Granger Salt Storage Unit
Mr. Torrey stated that the grant for the Town of Granger
salt storage unit was approved, and they anticipate seeing funds in 2020.
Van Campen Creek
Mr. Torrey stated they have completed a temporary fix to Van
Campen creek in Friendship where the stream was threatening several houses.
They are waiting on a couple of grants to see if they can get additional monies
to make a permanent fix. Mr. Torrey thanked the Alfred State College Heavy
Equipment Program for allowing the students to assist in the project, stating
they were great to work with, and they helped out a lot of homeowners. Mr.
Torrey recognized Otis Eastern who also donated the use of a bulldozer.
Logging
Legislator Harris asked for an update on the bidding process
for logging in 2019. Mr. Torrey stated they are currently in the process of
coming up with a plan for the logging trails, adding that that proposal will
come before the Board before it goes out to bid. Legislator Harris indicated
they budgeted $300,000 in timber revenue and asked how that number was derived.
Mr. Torrey stated a walkthrough of the property was done where they have marked
trees. Legislator Harris asked if the majority being timbered is ash, and Mr.
Torrey stated he does not have the full breakdown; however, there is some ash
included. The committee briefly discussed steps they could take in improving
the County forestlands.
YOUTH BUREAU
Youth Bureau Director Linda Edwards attended the meeting and
submitted her monthly report to the committee for review. Ms. Edwards stated on
November 29 she attended the Western New York Youth Leadership Forum in
Cheektowaga where she was presented with a lifetime leadership award for her
years of service. Legislator Graves acknowledged that this is Ms. Edwards’ last
meeting and thanked her for her years of service, adding that she will be
missed. Committee Chairman Decker stated that he looks forward to working with
Brian Perkins.
CORNELL COOPERATIVE EXTENSION
Cornell Cooperative Extension Executive Director Laura
Hunsberger attended the meeting and submitted her monthly report to the
committee for review. Job and Life Skills Boot Camp Ms. Hunsberger stated they
finished their first job and life skills boot camp, adding it has been
enlightening, and they had a great group of kids to work with.
2018 – 2019 Snowmobile Trail Development and Maintenance
Assistance Grant
County Administrator Timothy Boyde requested a resolution to
accept the 2018 – 2019 Snowmobile Trail Development and Maintenance Assistance
grant funding award from the New York State Office of Parks, Recreation, and
Historic Preservation. In partnership with the Allegany County Federation of
Snowmobilers, the County acts as a pass-through for the snowmobile trail
development and maintenance assistance grant. The 2018 – 2019 funding award is
$111,348. Sufficient funding was appropriated in the 2019 Budget to A7185.483
with a like sum credited to Revenue account A7185.3089.00, and no budget
adjustments are necessary at this time. Legislator Fanton stated they have done
a great job this year with marking the trails. Legislator Hopkins acknowledged
that all of the work done on the trails is by volunteers, and the significant
amount of revenue the trails bring in to the County. Committee Chairman Decker
asked if these funds are all for Allegany County or shared with neighboring
counties, and Mr. Boyde stated, the funds are all allocated to the County. This
request was approved on a motion made by Legislator Dibble, seconded by
Legislator Decker, and carried. Refer to Ways and Means
Soil & Water Conservation District Board Appointments
The County Farm Bureau requested that the Board consider
appointing Joseph Cygan of Dalton, NY, as the County Farm Bureau appointee on
the Soil and Water Conservation District Board for a three-year term commencing
January 1, 2019, and expiring December 31, 2021. Mr. Cygan will be replacing
former member, Marvin Covert, whose term expires December 31, 2018. Chairman
Crandall noted that this appointment comes directly from the recommendation of
the County Farm Bureau. This request was approved on a motion made by
Legislator Fanton, seconded by Legislator Dibble, and carried. Prepare

Soil & Water Conservation District Board Legislative
Member Appointments
The Soil and Water Conservation District Board requested the
committee to consider reappointing Karl Graves of Wellsville and Judith D.
Hopkins of Fillmore as Legislative Members of the Soil and Water Conservation
District Board for a one-year term commencing January 1, 2019, and expiring
December 31, 2019. This request was approved on a motion made by Legislator
Fanton, seconded by Legislator Dibble, and carried. Prepare Resolution
Youth Bureau Program Director Appointment
A motion was made by Legislator Graves, seconded by
Legislator Fanton, and carried to prepare a resolution to appoint Brian Perkins
to fill the remainder of Linda Edwards’ four-year term as Youth Bureau Program
Director. This position will serve at the pleasure of the Board of Legislators
and is effective December 29, 2018, and expires December 31, 2021. The annual
salary for this position has been set at $35,517 by Resolution No. 249-18 on
December 13, 2018. Legislator Graves stated he has known this individual since
he was a baby and thinks he will do an excellent job. Committee Chairman Decker
stated he comes from a great family and is an excellent choice. Prepare

Committee, the meeting was adjourned at 1:52 p.m. following a motion by
Legislator Graves, seconded by Legislator Fanton, and carried.
