Call to Order: The meeting was called to order at 3:02 p.m.
by Committee Chairman Steve Havey.
Approval of Minutes
A motion was made by Legislator Stockin, seconded by
Legislator Graves, and carried to approve the minutes of November 13, 2018.
A motion was made by Legislator Root, seconded by Legislator
Burdick, and carried to approve the minutes of November 19, 2018.
Appointment of Workers’ Compensation Executive Secretary
A motion was made by Legislator Graves, seconded by
Legislator Harris, and carried to appoint Heather Bedow as Workers’
Compensation Executive Secretary of the Allegany County Mutual Self-Insurance
Plan, for the calendar year 2019. This appointment is pursuant to Section 5 of
Local Law No. 3 of 2002, as amended. The salary for the 2019 year is fixed at
$56,100 pursuant to Resolution No. 249-18 adopted by the Board of Legislators
on December 10, 2018. Prepare Resolution
Appointment of Veterans’ Service Agency Director
A motion was made by Legislator Root, seconded by Legislator
Graves, and carried to re-appoint Michael D. Hennessy of Wellsville, New York,
to the position of Director of the County Veterans’ Service Agency, effective
January 1, 2019, subject to confirmation by the Board of Legislators. Prepare

Request to Fill Senior Account Clerk Typist
Deputy County Clerk Ryan Keib requested permission to fill
one full-time Senior Account Clerk Typist (AFSCME, Grade 10, Step: Base to Step
7). The County Clerk’s Office currently does not have the staff available to
carry out all of the duties of this position which include all daily financial
reports and deposits for both the County Clerk and DMV, payment of bills and
purchase of supplies as well as updates of notary public and pistol permit
filings. The annual salary of this position is estimated between $32,926 and
$39,615 with benefits estimated at 47.47 percent. This position is funded 100
percent with County dollars. Legislator Healy asked if there are any other
employees currently off alongside County Clerk Rob Christman. Mr. Keib stated
their Deputy County Clerk II has just gone on maternity leave, and they are
going to pick up the slack as best they can, adding that he would like to get
this position filled as soon as possible. This request was approved on a motion
made by Legislator Graves, seconded by Legislator Harris, and carried. Refer to

Attorney/Client Session
A motion was made by Legislator Graves, seconded by
Legislator Harris, and carried at 3:48 p.m. to enter into attorney/client
session. Immediately following discussion at 4:14 p.m., a motion was made by
Legislator Graves, seconded by Legislator Harris, and carried to end the
attorney/client session and return to the regular meeting.
Excess Liability Coverage
Workers’ Compensation Executive Secretary Heather Bedow
requested a resolution to secure Employer’s Excess Liability Coverage in the
amount of $93,087 for the period December 31, 2018, through December 31, 2019,
with Safety National. The policy breakdown is as follows:
Premium: $93,087
Limits:
Workers’ Compensation Statutory
Employers Liability $ 1,000,000
Employee Retention $ 1,000,000/occurrence
Volunteer Fire/Ambulance Retention $ 1,500,000/occurrence
Estimated Payroll $36,939,166
Rates (per $100 of payroll) $ 252
Ms. Bedow noted that with this policy there is a savings of
$12,768, adding that this will not change the total 2019 budgeted amount of
$900,000 as this money has already been allocated in the 2019 Budget. This
request was approved on a motion made by Legislator Graves, seconded by
Legislator Stockin, and carried. Prepare Resolution

committee, the meeting was adjourned at 4:16 p.m. following a motion by
Legislator Graves, seconded by Legislator Harris, and carried.
