Governor Andrew M. Cuomo Thursday announced the submission of 154 vetoes in accordance with Article VII of the State Constitution, eliminating pages of unnecessary language from the FY 2018 Enacted Budget.
The vetoes include 13 reappropriations for items that had previously been fully paid out. Seventy-five items are more than seven years old and no state funding has been disbursed over the most recent seven year period. In general, seven years is more than enough time to fund and implement services.
A total of 58 appropriations pertain to functions receiving adequate funding within state agency operations. Finally, eight appropriations are vetoed on constitutional grounds such as that the purpose of the reappropriation was changed.
