A long time medical building will soon be active again. Dr. Billy R. Carstens, DO will be moving from 84 North Main Street in Wellsville to 243 Maple Avenue in Wellsville. The Maple avenue site was the long time office of Dr. Joe Felsen and Dr. Irwin Felsen before that. Dr. Carstens is board certified in Physical Medicine and Rehabilitation and has been practicing in the Southern Tier with a focus on musculoskeletal, spine and joint pain since 2001. His approach to chronic pain is rehabilitative. Emphasis is placed on improving pain to the extent possible and restoring function, with the patient's cooperation and participation in treatment. The new location will be active by the beginning of April.
