It was another chaotic Hartsville Town Board meeting Wednesday night. Debate and dysfunction continued as Town Attorney David Pullen attempted to counsel members on the law. Pullen represents about three dozen local governments in five counties. Pullen attempted to explain to the elected body what its legal authority is and what it can't do.
