Call to Order: The meeting was called to order at 1:00 p.m. by Ways & Means Committee Chairman Philip Stockin.
Approval of Minutes
A motion was made by Legislator Root, seconded by Legislator Healy, and carried to approve the minutes of the March 20, 2019, Ways and Means Committee meeting.
A motion was made by Legislator Fanton, seconded by Legislator Hopkins, and carried to approve the minutes of the March 25, 2019, Ways and Means Committee meeting.
Approval of Audit
Committee members reviewed the April 8, 2019, audit of claims in the amount of $3,112,007.83 (including prepaid bills). A motion was made by Legislator Root, seconded by Legislator Havey, and carried to forward the audit to the full Board for approval of payment.
Acceptance of Insurance Check
Clerk of the Board Brenda Rigby Riehle requested a resolution accepting a check in the amount of $299.44 from the New York Municipal Insurance Reciprocal (NYMIR) representing the cost to replace a windshield on our 2008 Chevy Impala (VIN #2G1WB58N8891923921) assigned to the Community Services Agency. The broken windshield was discovered on March 7 with no known cause other than the cold temperatures. The funds should be appropriated to CS1931.429 (Risk Retention – Uninsured Property Loss) with a like sum placed in revenue account CS1930.2680.00 (Insurance Recovery). This request was approved on a motion made by Legislator Fanton, seconded by Legislator Curran, and carried. Prepare Resolution

Mrs. Riehle requested a resolution accepting a check in the amount of $1,517.96 from Nationwide representing the cost to repair our 2006 Chevy Silverado (VIN #3GCEK14V86G217277) assigned to the Public Works Department that was damaged in a motor vehicle accident on February 21, 2019, when a private citizen ran into the back of our vehicle at approximately 12:42 p.m. while we were stopped for oncoming traffic and waiting to turn left on NYS Route 19 in Belmont. The funds should be appropriated to CS1931.429 (Risk Retention – Uninsured Property Loss) with a like sum placed in revenue account CS1930.2680.00 (Insurance Recovery). This request was approved on a motion made by Legislator Fanton, seconded by Legislator Hopkins, and carried. Prepare Resolution

Mrs. Riehle requested a resolution accepting a check in the amount of $235 from the New York Municipal Insurance Reciprocal (NYMIR) representing the cost to replace a windshield on our 2016 Dodge Caravan (VIN #2C4RDGBGXG3832345) assigned to the Office for the Aging. The broken windshield was discovered on March 4 with no known cause other than the cold temperatures. The funds should be appropriated to CS1931.429 (Risk Retention – Uninsured Property Loss) with a like sum placed in revenue account CS1930.2680.00 (Insurance Recovery). Legislator Decker expressed concern over the number of broken windshields the County has had recently stating that he has parked vehicles outside for years and has never experienced one and feels something is amiss. Legislator Graves stated when you have a fleet of our size, you’re going to see these issues more. Mrs. Riehle noted that there was no known cause other than the cold temperatures. This request was approved on a motion made by Legislator Root, seconded by Legislator Fanton, and carried. Prepare Resolution

Senior Social Welfare Examiner Position
Social Services Commissioner Vicki Grant requested permission to fill one full-time Senior Social Welfare Examiner (AFSCME, Grade 13, Step: Base – Step 7) and all subsequent positions including hiring from the outside. This position is responsible for supervising several Social Welfare Examiners and verifying eligibility for Temporary Assistance programs. The annual salary of this position is estimated between $36,064 and $43,876 with benefits estimated at 42.75 percent. This position is funded 38 percent with County funds, 10 percent with State funds, and 52 percent with Federal funds. Heavy Motor Equipment Operator II Position
Public Works Superintendent Justin Henry requested permission to fill one full-time Heavy Motor Equipment Operator II (AFSCME, Grade 14) and all subsequent positions including hiring from the outside. This position is responsible for the operation of heavy equipment such as gradall, grader, and crane. The annual salary of this position is estimated between $37,345.76 and $45,558.70 with benefits estimated between $15,965.31 and $19,476.34. This position is funded 100 percent with County funds. This request was approved on a motion made by Legislator Fanton, seconded by Legislator Havey, and carried. Notify Human Resources
Motor Equipment Operator I Position
Mr. Henry requested permission to fill one full-time Motor Equipment Operator I (AFSCME, Grade 11) and all subsequent positions including hiring from the outside. This position is responsible for the maintenance and operation of trucks with tandem rear axles or fuel dispensing trucks as well as hauling of material and roadside maintenance. The annual salary of this position is estimated between $34,039.82 and $41,658.73 with benefits estimated between $14,552.02 and $17,809.11. This position is funded 100 percent with County funds. This request was approved on a motion made by Legislator Fanton, seconded by Legislator Healy, and carried. Notify Human Resources
Equipment Supervisor Position
Mr. Henry requested permission to fill one full-time Equipment Supervisor (PEF, Grade 7) and all subsequent positions including hiring from the outside. This position manages the department’s fleet of vehicles, heavy equipment, tools and machinery in regards to repairs, maintenance, and acquisition, as well as various administrative duties. This position also supervises the Heavy Equipment Mechanics, Senior Heavy Equipment Mechanics, Parts person, and Welder Fabricator. The annual salary of this position is estimated between $43,769.70 and $60,591.25 with benefits estimated between $18,711.55and $25,902.76. This position is funded 100 percent with County funds.
