Steuben County Sheriff's Blotter

Steuben County Sheriff Jim Allard reports that on July 19, 2018, deputies of the Steuben County Sheriff’s Office Drug Interdiction Team arrested three subjects following a traffic stop on State Route 54, Bath, New York. It is alleged that during the traffic stop of a vehicle due to an equipment violation, two vehicle occupants possessed crack cocaine, and one possessed c...rack cocaine, US currency, packaging material, and drug paraphernalia. The vehicle occupants were charged as follows:
1. Rebekah A. Bishop, age 56, of Bath, New York, was charged with Criminal Possession of a Controlled substance in the seventh degree. Ms. Bishop was released on an appearance ticket to appear in Bath Village Court on a later date.
2. Louann Labarr, age 61, of Bath, New York was charged with Criminal Possession of a Controlled substance in the seventh degree. Ms. Labarr was released on an appearance ticket to appear in Bath Village Court on a later date.
3. Hector A. Rodriguez, age 17, of Rochester New York was charged with Criminal Possession of Controlled Substance in the third degree (a class B Felony) with intent to sell. Mr. Rodriguez allegedly possessed a large amount of crack cocaine, individually bagged, and a large amount of US Currency. Mr. Rodriguez was arraigned at the Bath Village Court and remanded to the Steuben County Jail on $50,000.00 cash bail.
Assisting on the arrest was the Bath Village Police Department.

Steuben County Sheriff Jim Allard reports that on July 23, 2018, deputies of the Steuben County Sheriff’s Office arrested Scott C. Washington, age 31, of Catherine Street, Elmira, New York. It is alleged that while incarcerated at the Steuben County Jail for unrelated charges, Mr. Washington assaulted another inmate by intentionally striking him, knocking him unconscious, causing serious physical injury. Mr. Washington was charged with assault in the second degree, a class D Felony. Mr. Washington was arraigned in the Town of Avoca Court and returned to the Steuben County Jail without bail, to appear in the Town of Bath Court on a later date.
