Angelica man arrested for holding crack cocaine


Operation Safe Interstate:  Livingston County Sheriff Thomas J. Dougherty reports the arrest of an Angelica man following a traffic stop on Interstate 390 in the Town of Groveland. On December 7, 2017 at approximately 11:20 p.m. Deputy Shawn Whitford was assigned to the Operation Safe Interstate Initiative when he stopped a vehicle on Interstate 390 for a vehicle and traffic law violation.  The driver was identified as 46-year-old Randy L. Frank.  At the conclusion of the investigation, it was allegedly discovered that Frank was operating the vehicle with a permit only, had an open container of alcohol in the vehicle, and was also in possession of crack cocaine. Frank was charged with Criminal Possession of a Controlled Substance in the 7th degree and issued traffic tickets for the violations of the Vehicle and Traffic Laws. Frank was turned over to Central Booking Deputies at the Livingston County Jail for processing and pre-arraignment detention. Frank was later arraigned in the Town of Groveland Court before Justice Livingston, who remanded him to the custody of the Sheriff on $500 cash bail or $1,000 bond.
