Probation Director Robert Starks attended the meeting and
submitted his monthly report to the committee for review. Mr. Starks stated in
the Governor’s budget proposal the age of juvenile jurisdiction would be raised
to age 17 on January 1, 2019, and age 18 on January 1, 2020, adding that the
bills to pass it have all been denied. Mr. Starks went on to say the Governor
did add a few different things to the new proposal, one being to provide access
to weekend arraignments for family court cases, which will add some cost to the
County. Mr. Starks explained previously
it was 100 percent funding for all counties, but now the following stipulations
are being proposed to authorize State reimbursement of local shares for
counties that are subject to the property tax cap:
1. A showing
that any expense incurred as a result of the implementation of raising juvenile
jurisdiction above 15 years of age would result in fiscal hardship.
2. The county
has met the requirement of the property tax cap.
3. A plan has
been developed by the county that shows how we will appropriately implement the
requirements of law.
