A Wellsville man was arrested after the truck he was operating crashed and landed on its side, near the pond on Andover Road (SR 417) in the Town of Wellsville at 9:55 p.m. The driver was initially reported to be unresponsive. At 12:40 a.m. Friday State Police arrested Timothy D. Billings, 30, of Wellsville. He was charged with first-degree driving a motor vehicle while impaired by drugs. He was processed and released to appear in Wellsville court at a later date. Wellsville EMS, Rescue and Fire all responded to the scene.
