Angelica: Goats, dogs, cats, mini horse (more) seized during I-86 traffic stop - two arrested - children in poor conditions

A simple traffic stop turned into a paperwork nightmare for state troopers patrolling I-86 in Allegany County. An alert state trooper conducted a traffic stop Sunday at 4:47 a.m. on I-86 in Angelica for 'a simple traffic infraction.' The result was two arrests and the seizure of nearly two dozen animals. State police say two people were driving from Battle Creek, Michigan to Massachusetts. Police said they were in a pickup truck hauling a camper. When all was said and done, state police arrested Jason R. Pope of Massachusetts for several vehicle and traffic infractions. A passenger didn't fair so well. Troopers arrested Cassandra L. Gallagher, 32, of Battle Creek, Michigan. She was charged with 23 counts of neglect of an impounded animal and four counts of torture or not feeding an animal. Troopers said during the investigation, they seized twenty-one animals, including a miniature horse, rabbits, goats, dogs, cats, birds and more. The animals were seized by the SPCA serving Allegany County. Troopers also located two young children they said were in "unsanitary conditions." Allegany County Child Protective Services also responded. Court action against both defendants is pending.
