Independence Police report James R. Losey, 72, of Whitesville, was charged with no seatbelt, improper plates, unregistered motor vehicle, uninspected motor vehicle, and operating without insurance following a traffic stop on Commercial Ave. He is due to appear in the Independence Town Court on June 5, 2019.
