Help Wanted: Town of Wellsville looking for Assessor

The Town of Wellsville is looking for an Assessor. The six year term of the current Assessor expires in September.

Job Title: Assessor
Salary Range or Hourly Rate: To be determined based on  experience and if a consortium with additional towns is created. 
Qualifications Needed: Candidates should possess excellent public relations skills Certification Needed: NYS Certification preferred, or must obtain NYS Certification within 6 months of appointment. 
 Brief Job Description: • Annually values and re-values every parcel of real property within the town and consortium (if established) • Establish land values using vacant land sales; as needed utilize all three approaches  to value (sales, income and cost) to arrive at a fair assessment for each parcel • Reviews and adds all building permits to the assessment roll • Field review of improvements (both residential and commercial) within the town • Utilizes and maintains current tax maps and appraisal cards • Processes parcel subdivisions and combinations • Receives and responds to complaints filed and transmits to the Board of Assessment Review (BAR) • Attends all hearings of BAR; makes the necessary changes to the assessment roll as directed by the board • Attends and responds to Small Claims Assessment Review (SCAR) hearings • Works with attorney on Article 7 petitions. Attends court hearings as necessary • Attends the public examination of the tentative assessment roll at times prescribed by law • Prepares and transmits reports of assessment activities as required by New York State Department of Taxation and Finance • Supervises and trains assessor aide in the technique of appraisal and assessments • Reviews and makes determinations with respect to applications for tax exemptions • Parcel identification, data collection and data management • Sales reporting and sales verification • Keeping up to date with market conditions • Reviewing  and conducting re-evaluations as needed • Public relations and education • Answering internal inquiries regarding residential and commercial assessment data • Yearly continuing education as mandated by New York State 
Please note that applicant’s resume's will be shared with additional local towns that may be looking to hire an assessor in the near future and/or may be considering forming a consortium with the Town of Wellsville.   All applicants may also be considered for the assessor aide position if needed.
