Steuben County Sheriff: Promotions/Swearing In/ Awards Ceremony

Steuben County Sheriff Jim Allard reports that on March 14, 2019, the Steuben County Sheriff’s Office welcomed new officers, deputies, promoted a new captain, lieutenant and sergeant and recognized the service of a fifteen year employee.

s Marine Corps, was promoted and sworn in as Captain in front of family and friends last Thursday. Retired Captains Christopher Hand and Keith Barrett assisted in the ceremony. Newly promoted Captain Sutton then assisted in the promotional swearing in of his replacement, Sergeant Lauran Harrison to Lieutenant. Lieutenant Harrison is a twelve year veteran of the Sheriff’s Office and also a United States Marine Corps veteran. Lieutenant Harrison then assisted in the promotional swearing in of Officer Kris Kester to Sergeant. Sergeant Kester is an eleven year veteran of the Sheriff’s Office and frequent instructor in first aid and “Stop the Bleed”. Correction Officers Carissa Orcutt, Ragan Long, Zander Sharp, Jessie Trumbul, Zack Clark, Andrew Manley, Seth Maldanado, Gary Audinwood, John O’Connell were all sworn in at the ceremony.
Also sworn in was Deputy Micah Swarthout. Deputy Swarthout is a two year veteran of the Watkins Glen Police Department and the Bath Police Department and is married with two children.
Criminal Investigator Clark Brown was sworn in as a part time welfare fraud investigator, having retired from the Allegany County Sheriff’s Office.
School Resource Officer Kenneth Ruland was sworn in. Officer Ruland recently retired from the New York State Police and provides protective services to the Carder Elementary School in Corning, New York.
Special Patrol Officer Greg Wheeler, retired from NYS DOCCS, was also sworn in as a part time Court Security Officer.



The ceremony was capped off with a presentation honoring Dispatcher Kim Clark for her fifteen years of service wherein she was awarded a plaque and flag by the Deputies Association of the County of Steuben.
