Call to Order: The meeting was called to order at 3:38 p.m.
by Ways & Means Committee Chairman Philip Stockin.
Approval of Minutes
The March 12, 2018, Ways & Means Committee minutes were
approved on a motion made by Legislator Root, seconded by Legislator Havey, and
carried with the following amendment:
Change: “Lt. Shawn Grusendorf stated there was a power surge
on County Route 48 that resulted in a main line falling into the river which
caused a power surge to the main line as well as the Public Safety facility.”
To: “Lt. Shawn Grusendorf stated a tree fell on a main line
on County Route 48 causing the line to fall into the river which resulted in a
power surge.”
Setting the Date of the Board Meeting at the Fair
Board Rule 110.A and 110.F indicate that our Legislative
Board meetings are held in the Board Chambers on the second and fourth Monday
of each calendar month unless the Board designates a different day and/or
location by resolution.
For the tenth year in a row, the Board would like to conduct
a Board meeting at the County Fair. This not only creates an historical event,
but it provides an opportunity for our youth and citizens to observe and
participate in local government.
Clerk of the Board Brenda Rigby Riehle requested a
resolution changing the second Board meeting in July from Monday, July 23, 2018,
to Thursday, July 19, 2018, and the location from the Board Chambers to the
Allegany County Fairgrounds in Angelica so that our Legislative Board meeting
can be held in conjunction with the Allegany County Fair. Mrs. Riehle noted
that this year will be their 10-year anniversary for holding meetings at the
Fair. This request was approved on a motion made by Legislator Healy, seconded
by Legislator Havey, and carried. Prepare Resolution
Eliminating Daylight Savings Time
Committee Chairman Philip Stockin stated he doesn’t believe
this is a topic that requires lengthy discussion but did bring to the
committee’s attention a bill that was sponsored by Assemblyman Morinello from
Niagara County to eliminate Daylight Savings Time. The bill was introduced in 2017
and was referred to the governmental operations committee on March 24, 2017,
and again on January 3, 2018. There has been no action to advance it out of
committee; however, he recently issued a press release stating he will
re-introduce the bill in the coming weeks. Committee Chairman Stockin indicated
that because the state can only make these kinds of changes, the committee,
should they choose to do so, could sponsor a Resolution to support Assemblyman
Morinello's bill. Legislator Decker stated he brought this topic forward
because he has spoken with many of his constituents who are not in favor of
Daylight Savings Time. The committee briefly shared their opinions as well as
discussed the pros and cons to keeping or eliminating Daylight Savings Time.
Legislator Harris commended Legislator Decker for listening to his constituency
and bringing forth their concerns. A motion was made by Legislator Healy,
seconded by Legislator Havey, and carried to table the request to eliminate
Daylight Savings Time. (Opposed: D. Decker)
Request to Fill County Attorney Position
County Administrator Timothy Boyde requested permission to
advertise and accept applications for the County Attorney position. This
request was approved on a motion made by Legislator Root, seconded by
Legislator Curran, and carried.
Approval of Legislative Expenses
Committee members reviewed the Legislative expense vouchers
for the month of February 2018. A motion was made by Legislator Fanton,
seconded by Legislator Havey, and carried to approve the vouchers for payment.
Adjournment
There being no further business to come before the
Committee, the meeting was adjourned at 3:49 p.m. following a motion by
Legislator Havey, seconded by Legislator Curran, and carried.
