Personnel Consent Agenda Items
4. Upon the recommendation of the Superintendent of Schools,
the Board of Education of the Wellsville Central School District adopts the
following Personnel Consent Agenda Items.
a) That the Board of Education of the Wellsville Central
School District approves the following:
- “that Kelly Van Kirk, whose initial certification in Music
is pending, be conditionally appointed on probation in the Music Tenure Area
with a probationary period effective August 22, 2018, and ending on August 21,
2022. Eligibility for tenure at the end of the probationary period is dependent
on Ms. Van Kirk receiving APPR ratings of H or E in 3 of 4 preceding years and
no I rating in the final year. Salary for the 2018-2019 school year is based on
the WEA Contract.”
- “that Thomas Perna, whose initial certification is in
Childhood Education (Grades 1-6), and who is in the process of obtaining a Science
Certificate permitting him to teach in the Science certification area, be
conditionally appointed to the position of Science (7th Grade). His
probationary period will be effective from August 22, 2018, through August 21,
2022. Eligibility for tenure at the end of the probationary period is dependent
on Mr. Perna receiving APPR ratings of H or E in 3 of 4 preceding years and no I
rating in the final year. Mr. Perna is expected to obtain his New York State
Science certification, either 7-12 or 7-9 Extension within the time frame
established by the Superintendent. Salary for the 2018-2019 school year is
based on the WEA Contract.
b) That the Board of Education of the Wellsville Central
School District approves correcting the wording for the probationary
appointments for Tessa Moran, Zachary R. Smith, and Jillian Short. The wording should
have read, “Eligibility for tenure at the end of the probationary period is
dependent on (Ms. Moran, Mr. Smith, Ms. Short) receiving APPR ratings of H or E
in 3 of 4 preceding years and no I rating in the final year.”
c) That the Board of Education of the Wellsville Central
School District approves the following motion:
-“that Nathan Kewley be approved for an internship with
Mary Ellen O’Connell, Secondary School Principal. This internship is through
the Warner School of Education at the University of Rochester.”
d) That the Board of Education of the Wellsville Central
School District accepts the following highlighted and italicized temporary instructional
(above contract) appointment effective for the 2018-19 school year:

a certified (pending) long-term substitute teacher.”
h) That the Board of Education of the Wellsville Central
School District approves the following motion:
- “that the resignation for Kelly Koch, secondary school
part-time secretary (typist) be accepted effective 08/13/18.”
i) That the Board of Education of the Wellsville Central
School District approves the following motion:
- “that Lori Bowker, who has successfully completed her probationary
period, be appointed to the permanent position of Cafeteria Monitor effective
08/29/18.”
j) That the Board of Education of the Wellsville Central
School District approves the following motion:
- “that John R. Ellison be appointed to the probationary
position of Head Mechanic effective August 21, 2018. The probationary period
begins on August 21, 2018, and ends on August 20, 2019.”
- “that Cory Wright be appointed to the probationary
position of Mechanic effective August 21, 2018. The probationary period begins
on August 21, 2018, and ends on August 20, 2019.”
- “that Scott Miller be appointed to the probationary
position of Teacher (Classroom) Aide effective September 4, 2018. The probationary
period begins on September 4, 2018, and ends on September 3, 2019.”
- “that Mandy Thompson be appointed to the probationary
position of Teacher Aide (1:1) effective September 4, 2018. The probationary
period begins on September 4, 2018, and ends on September 3, 2019.”
- “that Lela Schmidt be appointed to the probationary
position of Teacher Aide (1:1) effective September 4, 2018. The probationary period
begins on September 4, 2018, and ends on September 3, 2019.”
- “that Katie Irish be appointed to the probationary
position of Teacher Aide (1:1) effective September 4, 2018. The probationary period

k) That the Board of Education of the Wellsville Central
School District approves the non-instructional substitutes for the 2018-2019

5. Upon the recommendation of the Superintendent of Schools,
the Board of Education of the Wellsville Central School District adopts the
following Financial Consent Agenda Items.
a) That the Board of Education of the Wellsville Central
School District accepts the following reports:

b) That the Board of Education of the Wellsville Central
School District approves the following payments for charges incurred with
regards to the Building Project.

c) That the Board of Education of the Wellsville Central
School District approves the attached request for transfer of funds.
Other Business
6. Upon the recommendation of the Superintendent of Schools,
the Board of Education of the Wellsville Central School District approves the
minutes from the Re-organizational meeting held on July 10, 2018, the Regular meeting
held on July 10, 2018, and the Special Meeting held on August 2, 2018.
7. Upon the recommendation of the Superintendent of Schools,
the Board of Education of the Wellsville Central School District have no
objections to the recommendations of the CSE/CPSE and approves the
authorization of funds to implement the Special Education programs and services
consistent with such recommendations.
8. Upon the recommendation of the Superintendent of Schools,
the Board of Education of the Wellsville Central School approves the
Lease Agreements for Special Education Classroom Space and Distance Learning
Classroom Space, as well as the Support Services Contract between the
Wellsville Central School District and Cattaraugus-Allegany-Erie-Wyoming
Counties Board of Cooperative Educational Services.
9. Upon the Recommendation of the Superintendent of Schools,
the Board of Education of the Wellsville Central School District approves the
request for the use of a School Bus to transport students on a once-a-week
basis to the Wellsville Bible Church during the 2018-19 school year.
10. Upon the Recommendation of the Superintendent of Schools,
the Board of Education of the Wellsville Central School District approves the
following Non-Resident Tuition for the 2018-2019 school year.

11. Upon the Recommendation of the Superintendent of
Schools, the Board of Education of the Wellsville Central School District
approves the agreement with Auctions International Inc.
12. Upon the Recommendation of the Superintendent of
Schools, the Board of Education of the Wellsville Central School District
approves the Transportation Contract to Randolph Academy for the 2018-2019
school year.
13. Upon the Recommendation of the Superintendent of
Schools, the Board of Education of the Wellsville Central School District
approves the following:
Cooperative Electricity Bid WFL 2019-12
WHEREAS, The Board of Education, Wellsville Central School
District of New York State desires to participate in a Cooperative Bidding
Program conducted by The Board of Cooperative Educational Services of Ontario,
Seneca, Wayne and Yates Counties from year to year or, until this Resolution is
rescinded, for the purchase of supply of electricity. And…
WHEREAS, The Board of Education, Wellsville Central School
District of New York State is desirous of participating with The Board of
Cooperative Educational Services of Ontario, Seneca, Wayne and Yates Counties
in the joint bid of the commodities and/or services mentioned below as
authorized by General Municipal Law, Section 119-o… And…WHEREAS, The Board of Education, Wellsville Central
School District of New York State has appointed The Board of Cooperative
Educational Services of Ontario, Seneca, Wayne and Yates Counties as
representative to assume the responsibility for drafting of specifications,
advertising for bids, accepting and opening bids, tabulating bids, reporting the
results to the Board of Education, Wellsville Central School District of New
York State and making recommendations thereon…
THEREFORE…BE IT RESOLVED, That The Board of Education,
Wellsville Central School District of New York State and The Board of
Cooperative Educational Services of Ontario, Seneca, Wayne and Yates Counties
hereby accepts the appointment of The Board of Cooperative Educational Services
of Ontario, Seneca, Wayne and Yates Counties to represent it in all matters
related above… And… BE IT FURTHER RESOLVED, That The Board of Education
Wellsville Central School District of New York State authorizes the
above-mentioned Board of Cooperative Educational Services of Ontario, Seneca,
Wayne and Yates Counties to represent it in all matters regarding the entering
into contract for the purchase of the below-mentioned commodities and/or
services… And… BE IT FURTHER RESOLVED, That The Board of Education Wellsville
Central School District of New York State agrees to assume its equitable share
of the costs incurred as a result of the cooperative bidding… And… NOW,
THEREFORE, BE IT RESOLVED, That The School Business Executive on behalf of the
Board of Education, Wellsville Central School District of New York State hereby
is authorized to participate in cooperative bidding conducted by The Board of Cooperative
Educational Services of Ontario, Seneca, Wayne and Yates Counties for supply of
electricity and if requested to furnish The Board of Cooperative Educational Services
of Ontario, Seneca, Wayne and Yates Counties an estimated minimum number of
units that will be purchased by The Board of Cooperative Educational Services
of Ontario, Seneca, Wayne and Yates Counties. The Board of Cooperative
Educational Services of Ontario, Seneca, Wayne and Yates Counties is hereby
authorized to award cooperative bids to the bidder deemed to be the lowest
responsive and responsible meeting the bid specifications and otherwise
complying with Article 5-A of the General Municipal Law of the State of New
York relating to public bids and contracts.
14. Upon the recommendation of the Superintendent, the Board
of Education of the Wellsville Central School District approves the Agreement
Between the Village of Wellsville and Wellsville Central School District
regarding the School District Resource Officer.

SRO Presentation – Tim O’Grady, Chief, Wellsville Police
Dept.
Mr. O’Grady shared a power point presentation, as well as a
you tube video, outlining the benefits of having a Security Resource Officer
present on our campuses versus a security guard. The police department, will be
partnering with the school district, to develop a Memorandum of Understanding regarding
the use of a SRO. Mr. Foster, Superintendent, reiterated that security is an
ongoing issue and outlined some necessary changes that have already been made.
