Minutes: Allegany County Public Safety Committee - September 4, 2019


PUBLIC SAFETY COMMITTEE

September 4, 2019

Call to Order: The meeting was called to order at 1:48 p.m. by Public Safety Committee Chairman Dwight “Mike” Healy.


Approval of Minutes

A motion was made by Legislator Hopkins, seconded by Legislator Dibble, and carried to approve the Public Safety Committee minutes for August 7, 2019.


PUBLIC DEFENDER


Public Defender Barbara Kelley was unable to attend the meeting but submitted her monthly report to the committee for review.


EMERGENCY MANAGEMENT & FIRE

Emergency Management & Fire Director Jeff Luckey attended the meeting and submitted his monthly report to the committee for review. Mr. Luckey briefly highlighted events and meetings that he attended in August. Mr. Luckey also stated that their office is moving across the hall on Thursday.


EMT Program

Mr. Luckey went on to say that the EMT Program has started and runs from August to December. Legislator Healy asked Mr. Luckey to give a brief overview of the EMT Program. Mr. Luckey stated that the EMT Course is a 200-hour course with 190 hours that can be taken online. Every three years an EMT needs to take refresher courses or continuing education which consist of about one-third of the regular course. Legislator Hopkins asked if Mr. Luckey could give her the total number of EMTs in Allegany County. Mr. Luckey estimated around 300.


STOP DWI

STOP-DWI Coordinator Brian Perkins attended the meeting and submitted his monthly report to the committee for review. Mr. Perkins briefly highlighted events he attended in the month of August.


Seatbelts

Mr. Perkins stated that he attended the Traffic and Safety Board meeting with Maureen Kozakiewicz and Sgt. Todd Engwerwill to discuss this issue with seat belt usage and how to address the situation.


DISTRICT ATTORNEY

District Attorney Keith Slep attended the meeting and submitted his monthly report to the committee for review. Mr. Slep briefly highlighted his report for the month of August. Legislator Harris stated that he attended the Traffic Diversion Program and stated what a great program this is.


PROBATION DEPARTMENT

Probation Director Robert Starks attended the meeting and submitted his monthly report to the committee for review.


Office Highlights

Mr. Starks stated that his department has already surpassed the number of juvenile delinquent intake compared to last year. Mr. Starks noted that his department raised $700 for Accord’s Domestic Violence Program in a 5K run.


WEIGHTS & MEASURES

Weights and Measures Director Gilbert Green attended the meeting and submitted his monthly report to the committee for review. Mr. Green briefly highlighted his report for the month of August. Mr. Green stated that he will be taking samples at all of the gas stations in Allegany County. Legislator Harris asked if these visits were scheduled, and Mr. Green stated no, he just shows up for a “surprise” visit.


SHERIFF’S OFFICE

Sheriff Rick Whitney attended the meeting and submitted his monthly reports to the committee for review.


Homeland Security 2019 Public Safety Answering Point (PSAP)

The Sheriff’s Office requested approval to apply for the New York State Department of Homeland Security 2019 PSAP (Public Safety Answering Point) Operations Grant. This grant has been awarded yearly in the amount of $10 million dollars that is shared throughout 57 counties and the City of New York. This request was approved on a motion made by Legislator Dibble, seconded by Legislator Havey, and carried. Prepare Resolution


2019 Statewide Interoperable Communications Formula Based Grant

The Sheriff’s Office requested approval to apply for the 2019 Statewide Interoperable Communications Formula-Based Grant (2019 SICG-Formula Program). This grant is being awarded yearly in the amount of $45 million dollars shared throughout 57 counties and the City of New York. These monies if accepted will be used to continue enhancing our 911 Public Safety Radio Communications. This request was approved on a motion made by Legislator Havey, seconded by Legislator Harris, and carried. Prepare Resolution


Radio/Tower Project Update

Radio Technician Matt Evans stated there are no new updates; however, some of the new equipment arrived damaged and had to be sent back.


Adjournment

There being no further business to come before the committee, the meeting was adjourned at 2:16 p.m. following a motion by Legislator Decker, seconded by Legislator Dibble, and carried.
