Allegany County: Legislature meets March 23- will vote on deal with nurses and firemen's aassociation

Here is a snapshot of the agenda for the Allegany County Legislature on March 23rd:

1.      Seek approval of state legislative bill allowing for the addition 1.5% sales tax.

On February 24, 2020, the Board adopted Resolution No. 48-20 – Requesting State Legislative Representatives to Introduce and Seek Passage of Legislation Authorizing Allegany County to Continue the Additional One and One-Half Percent County Sales Tax for Three Years.
We received notification from Senator Borrello and Assemblyman Giglio that they drafted bills (S7916 and A9982) authorizing an extension for three years through November 30, 2023. The second step in the Home Rule Legislation process requires Allegany County to pass a resolution approving and requesting passage of the Senate and Assembly bills (pursuant to Municipal Home Rule Law §40). Based on sales tax revenue receipts of $21,319,650 for 2019, the additional one and one-half percent (1.5%) sales tax resulted in $7.12 million revenue.

2.      Create one full-time position of Deputy Treasurer II; Abolishing one full-time position of senior account in Treasure’s Office.

3.      A resolution determining that errors exist on the 2018 county, town and village tax rolls for the Village of Andover involving the Allegany County Land Bank.

4.      Acceptance and appropriation of 2019 Homeland Security and Emergency Services grant shared between Office of Emergency Services and the Sheriff’s Office ($69,980).

5.      Acceptance of FY2019 Emergency Management Performance Grant for the Office of Emergency Services - $22,873.

6.      Re-appropriation of unspent funds from the unmet needs grant funding for the Office for the Aging.

7.      Re-appropriation of unspent funds from expanded in-home services for the elderly grant for the Office for the Aging.

8.      Budget adjustment for the carryover of remaining 2019 funds for consolidated highway improvement program (CHIPS) in the Dept. of Public Works.

9.      2020 budget adjustment for Community Services

10.  Budget transfer within Probation Department accounts.

11.  Budget transfer within the Dept. of Public Works accounts.

12.  Approval of agreement with Willcare, Inc. for home care services for unmet needs and Alzheimer’s respite grants.

13.  Approval of Intermunicipal Agreement between Monroe County and Allegany County for medicolegal death investigative services and forensic pathology service.

14.  Approval and ratification of five-year agreement between Allegany County and New York State Nurses Association. Fiscal impact - $5,000.

15.  Approval of agreement with Volunteer Firemen’s Association of Allegany County for payment of 2020 budgetary appropriation. $2,000.

16.  Approval of cooperative agreement between Allegany County Information Technology department and the Department of Social Services. $47,000.

17.  Approval of cooperative agreement between the Allegany County Employment and training Center and the Department of Social Services. $415,464.

18.  Approval of cooperative agreement between the Allegany County Attorney’s Office and the Department of Social Services for legal services. $450,000.

19.  Approval of cooperative agreement between the Allegany County Attorney’s Office and the Department of Social Services for child support enforcement. $100,000.

20.  Approval of cooperative agreement between the Allegany County District Attorney’s Office and the Department of Social Services. $25,000.

21.  Approval of cooperative agreement between the Allegany County Sheriff’s Office and the Department of Social Services for after-hour services. $21,830.

22.  Approval of cooperative agreement between the Allegany County Sheriff’s Office and the Department of Social Services for security services. $151,324.

23.  Creation of one temporary position of Deputy County Administrator II; Creation of one temporary position of Deputy County Administrator III.

24.  Creating one full-time position of Deputy Public Health Director.

25.  Authorizing the County Administrator to have such powers and perform such duties as are necessary for the conduct of day-to-day business of the county and suspending certain county board rules affecting the powers, duties and referrals to the committee of the whole and any standing committee (State of Emergency).
