Allegany County Board of Legislators
Thomas Hanrahan of Rushford, NY, was chosen to be the Allegany County Office for the Aging 2019 Volunteer of Year for his dedicated service to the Tax Counseling for the Elderly (TCE) program.  He received recognition from Curtis W. Crandall, Chairman of the Allegany County Board of Legislators, Lieutenant Governor Kathy Hochul, Assemblyman Joe Giglio, and NYS Office for the Aging Acting Director Greg Olsen for his work as an Office for the Aging volunteer.  Mr. Crandall also recognized Mr. Hanrahan for his service to our country. Mr. Hanrahan was recognized as a valuable volunteer for the elderly at the New York State Office for the Aging’s (NYSOFA) annual Older New Yorkers’ Day event on Tuesday, May 21, 2019 at The Egg in Albany, NY.  Greg Olsen, Acting Director for NYSOFA paid tribute to the volunteers from all over New York State for their contributions to the older residents and for their selfless service.  He said, “Older Americans Month and Older New Yorker’s Day are important opportunities to share with the public at large.  Older adults routinely put their family, life, and work experience to use at hundreds of different organizations across the state to better the lives of others. Aging is often portrayed negatively, and while May is a month to celebrate the accomplishments and value of older adults to our communities, it is up to all of us to tell their story throughout the year.”
Lieutenant Governor Kathy Hochul also attended the ceremony and commended all awardees for the many contributions they have made to our communities and our fellow citizens. She said, “Older New Yorkers across the state are making their communities the best they can be through their contributions and service.  Older adults contribute billions to New York’s economy through their selfless hours of community service and volunteerism. I’m proud that New York is the first age-friendly state in the nation, and we recognize the important impact older individuals have on their communities, the state, and the country.”
Earlier that morning, Mr. Hanrahan met with Assemblyman Joe Giglio, NYS Assembly District 148, who issued him a citation recognizing him as an outstanding citizen.
On Tuesday, May 28, 2019, Curtis W. Crandall, Chairman of the Allegany County Board of Legislators, issued a proclamation recognizing Mr. Hanrahan for his dedication to the older citizens of Allegany County and awarded him a certificate of appreciation for defending our country in the Korean War.
Mr. Hanrahan is very well trained in specific issues of seniors with Social Security, retirement, pensions, stocks, and dividends.  He acts as client facilitator, where he assists clients with filling out detailed tax questions to assist preparer in completing an accurate return, and checker, where he reviews all the work of the volunteer preparers and addresses any concerns or errors.  Mr. Hanrahan has been a true asset to this program and to his community. Participating in the Tax Counseling program requires a commitment of approximately 4 months of the year.  The program starts in January with 6 days of training on tax laws and requires passing a tax certification exam and usually ends in April.
