Call to Order: The meeting was called to order at 3:11 p.m.
by Ways & Means Committee Chairman Philip Stockin.
Change in Board Meeting Date
Board Rule 110.A. states that a regular meeting of the
County Board shall be held on the second Monday and fourth Monday of each
calendar month. Clerk of the Board Brenda Rigby Riehle requested a resolution
changing the second Board meeting in September from Monday, September 24, 2018,
to Friday, September 21, 2018, to allow Legislators to attend the annual Fall
NYSAC Seminar being held from September 24-26, 2018. This request was approved
on a motion made by Legislator Decker, seconded by Legislator Hopkins, and
carried. Prepare Resolution
Acceptance of Insurance Check – Ford F-350 Crew Cab Truck
Mrs. Riehle requested a resolution accepting a check in the
amount of $2,045 from the New York Municipal Insurance Reciprocal (NYMIR)
representing the cost to repair, less a $500 deductible, our 2011 Ford F-350
Crew Cab Truck (VIN: #1FD7W3E65BEC71133) assigned to the Public Works
Department that was damaged in a motor vehicle/deer accident on July 26, 2018,
at approximately 5:30 a.m. The funds should be appropriated to CS1931.429 (Risk
Retention – Uninsured Property Loss) with a like sum placed in revenue account
CS1930.2680.00 (Insurance Recovery). This request was approved on a motion made
by Legislator Decker, seconded by Legislator Hopkins, and carried. Prepare

Acceptance of Insurance Check – 2016 Dodge Caravan
Mrs. Riehle requested a resolution accepting a check in the
amount of $230 from New York Municipal Insurance Reciprocal (NYMIR)
representing the cost to replace a windshield on our 2016 Dodge Caravan (VIN:
#2C4RDGB8GR383233) assigned to the Office for the Aging that sustained a large
crack in the windshield when a stone hit it on July 5, 2018, at approximately
11:30 a.m. The funds should be appropriated to CS1931.429 (Risk Retention –
Uninsured Property Loss) with a like sum placed in revenue account
CS1930.2680.00 (Insurance Recovery). This request was approved on a motion made
by Legislator Fanton, seconded by Legislator Decker, and carried. Prepare

Human Services Committee
Performance Incentive Initiative Funds
Public Health Director Lori Ballengee requested a resolution
to accept and appropriate Performance Incentive Initiative monies for the
General Fund for the 2018 Budget year. This incentive was awarded by the NYS
Department of Health for Allegany County’s ability to strengthen performance in
chronic disease prevention. The funds should be appropriated as follows:

The performance incentive monies will be utilized to fund
furniture costs associated with the Health Department’s move to the third
floor. This request was approved on a motion made by Legislator Hopkins,
seconded by Legislator Healy, and carried. Prepare Resolution
Alzheimer’s Disease Caregiver Support Initiative Funds
Office for the Aging Director Madeleine Gasdik requested a
resolution to accept an increase in the Alzheimer’s Disease Caregiver Support
Initiative (ADCSI) Grant. The Office for the Aging originally budgeted $112,227
in the 2018 County Budget; however, the dollar amount listed in the contract
#C33422GG for the ADCSI grant is $115,800, reflecting an increase of $3,573.
These additional funds will be used to provide additional home care services.
The funds should be accepted and appropriated as follows:

This request was approved on a motion made by Legislator

Anchor County Memorandum of Understanding
Social Services Commissioner Vicki Grant requested a
resolution to approve the Memorandum of Understanding between the New York
State Office of Children and Family Services and Allegany County to be an
Anchor County for the purchase of foster care services for children. This
request was approved on a motion made by Legislator Hopkins, seconded by
Legislator Healy, and carried. Prepare Resolution
Director of Administrative Services
Ms. Grant also requested a resolution changing the grade of
the Director of Administrative Services position from PEF Grade 9 to PEF Grade
11. This request was approved on a motion made by Legislator Hopkins, seconded
by Legislator Fanton, and carried. Prepare Resolution
Public Safety Committee
Probation State Aid Block Grant
Probation Director Robert Starks requested a resolution to
accept funds in the amount of $151,101 for the Probation State Aid Block Grant
for State Fiscal Year 2018-19. This grant money will offset Probation personnel
expenses incurred by the County. County Treasurer Terri Ross confirmed that
these funds are already in Mr. Starks’ 2018 budget under the following accounts
and only need to be accepted:

This request was approved on a motion made by Legislator
Healy, seconded by Legislator Fanton, and carried. Prepare Resolution
New York State DHSES FY2017 Cyber Security Grant Program
Sheriff Rick Whitney requested permission to apply for the
New York State DHSES FY2017 Cyber Security Grant Program (CSGP). This grant is
new and will be awarded in the amount of $500,000 dollars shared throughout New
York State. Allegany County could be awarded up to $50,000 to support our
jurisdiction’s cyber security projects. These monies, if awarded, will be used
in conjunction with the Allegany County Information Technology Department to
enhance our cyber security. This request was approved on a motion made by
Legislator Healy, seconded by Legislator Hopkins, and carried. Prepare

2018 Statewide Interoperable Communications Formula-Based
Grant
Sheriff Whitney also requested permission to apply for the
2018 Statewide Interoperable Communications Formula-Based Grant (2018
SICG-Formula Program). This grant is awarded yearly in the amount of $45
million dollars shared throughout 57 counties as well as the City of New York.
These monies, if awarded, will be used to continue enhancing our 911 Public
Safety Radio Communications. This request was approved on a motion made by
Legislator Healy, seconded by Legislator Fanton, and carried. Prepare

ACT II Batterers Program
Sheriff Whitney additionally requested a resolution to
accept and appropriate $184 in user fees for the ACT II Batterers Program. The
funds should be accepted and appropriated as follows:

Legislator Healy asked if the Sheriff would like to address
any of the requests being submitted, and Sheriff Whitney stated, no, not unless
anyone has questions. This request was approved on a motion made by Legislator
Healy, seconded by Legislator Hopkins, and carried. Prepare Resolution
Bus Transportation Request for Proposal
County Administrator Timothy Boyde stated that Ardent
Solutions will be releasing a Request for Proposal (RFP) on August 24, 2018,
for the provision of public transit services. Mr. Boyde requested that the
committee acknowledge that Ardent will be releasing the RFP. This request was
approved on a motion made by Legislator Fanton, seconded by Legislator Healy,
and carried.
Attorney/Client Session
A motion was made by Legislator Fanton, seconded by Legislator
Decker, and carried at 3:21 p.m. to enter into attorney/client session.
Immediately following discussion at 3:47 p.m., a motion was made by Legislator
Fanton, seconded by Legislator Decker, and carried to end the session and
return to the regular meeting.
Deputy County Administrator
County Administrator Timothy Boyde requested permission to
advertise for and fill the Deputy County Administrator (Non-union) position.
This will position will be responsible for the provision of additional
programmatic and policy oversight for day-to-day operations. The annual salary
of this position is $72,500 with benefits estimated at $34,415 and is funded
100 percent with County dollars. This request was approved on a motion made by
Legislator Decker, seconded by Legislator Fanton, and carried. Notify Human
