Wellsville Police, acting on a Bench Warrant issued by the Wellsville Village Court, arrested Zachary C. Outman, age 24 of Willing, charging him with failure to appear in Court on March 18th on a previous AUO 3rd charge. Outman was processed and transported to the Allegany County Jail pending arraignment in CAP Court. Outman is due to appear in Wellsville Village Court at a later date.
